Project Manager – Stormwater

On behalf of our client, we are seeking a Project Manager with 8 to 15 years of experience to join our Reading, MA office. This role supports a team of civil and environmental engineers in the planning, design, and construction administration of diverse stormwater projects. The focus is on municipal clients across Massachusetts and New Hampshire, with collaboration opportunities on projects throughout the Northeast.
Responsibilities
* Project Leadership: Supervise and lead project teams in developing stormwater engineering reports, studies, and designs using industry standards and regulatory-compliant methods. Conduct field evaluations and assessments of existing stormwater infrastructure.
* Project Development: Assess opportunities and define project scope, schedules, and fees. Establish work procedures, staff assignments, and sub-consultant coordination.
* Staff Development: Supervise, train, and mentor engineering staff.
* Business Development: Pursue new work opportunities via established client relationships, market awareness, and competitive proposals. Participate in proposal development, interviews, and presentations.
* Professional Involvement: Represent the firm in professional organizations and technical committees.
Qualifications
* Education & Licensing: BS in Civil or Environmental Engineering. Active Massachusetts PE license (required).
* Experience: 8 to 15 years of relevant experience working with municipal clients in engineering or project management roles. Proficiency in stormwater system evaluation, master planning, and flood mitigation designs. Experience designing green infrastructure and nature-based stormwater treatment solutions.
* Technical Expertise: Comprehensive understanding of Municipal Separate Storm Sewer System General Permit (MS4 Permit) compliance. Expertise in leading Illicit Discharge Detection and Elimination (IDDE) investigations and outfall sampling programs. Experience developing Nutrient Reduction Plans for Total Maximum Daily Load (TMDL) compliance. Proficiency in software tools such as HydroCAD and PCSWMM.
* Knowledge Areas: Familiarity with funding mechanisms, local government budgeting, procurement, and permitting at federal, state, and local levels.
* Leadership & Project Management: Proven ability to manage technical and support staff on multiple concurrent projects. Expertise in preparing engineering and construction cost estimates. Track record of adhering to budgets, monitoring financial performance, and managing invoicing. Experience preparing competitive proposals and leading interview teams.
* Preferred Qualifications: Active involvement in relevant industry associations.

Pay: $92,000.00 - $99,000.00 per year
