To be the lead Fire Assurance Officer for The Assistant Head of Health, Safety & Environmental Protection & Security Assurance (Asst/Hd/HSA). Deliver second party fire assurance audits iaw the Integrated Audit Plan and HSA Active Monitoring Programme, across the Naval Base Commanders (NBC) Estate. Provide fire assurance for Asst/Hd/HSA in relation to structures where the Responsible Person duties under Regulatory Reform (Fire Safety) Order 2005 (RRFSO) are carried out by one of NBCs Business partners or leaseholders or held by NBC. To be the Lead Fire Intelligent Customer for the Babcock contracted outputs. Liaise with Fire Officer counterpart at Babcock to ensure legal standards are being consistently applied. To be the Lead Fire source of advice for MOD and Asst/Hd/HSA offering timely advice on fire related issued and updates regarding changes in industry guidance, MOD Standards or legal requirements. To assist HEO Assistant Fire Safety Manager (AFSM) in monitoring of the Fire Safety Management Plan for the NBC estate. Advise on suitably of Fire Risk Assessment remedial actions in liaison with AFSM. Support the 4Cs Contractor Team and SEO Establishment Construction (Design and Management) Manger in fire matters related to Construction activity for new work or renovation projects. To be responsible for the delivery of fire related update briefings to operational units within NBC. Support Asst/Hd/HSA and Establishment Safety Officer (ESO) in maintenance of robust relationships with the Devon and Cornwall Fire and Rescue Service, including site familiarisation visits and fire exercises. Assist Asst/Hd/HSA in maintaining good working relationships with MOD and Civilian Regulators. Draft Fire Policy and strategies for approval by Asst/Hd/HSA and ESO. Assist Asst/Hd/HSA in promoting a positive HS&EP culture within the Base. Review of the Naval Base Standing Orders Safety Supplements 4 and 7 regarding fire control. Person specification The role requires a strong level of understanding of RFFO, Secretary of States Approved Fire Documents Fire Specific British Standards and associated guidance. The post holder must be a confident and capable communicator; fire safety is a crucial area of delivery and under constant scrutiny at senior level. Safe and timely delivery of fire control is vital to the future proofing of defence capability at HMNB/D. The post holder must be able to brief autonomously at MOD One Star (1) level and address a wide range of internal, external and interested parties regarding fire safety. This will include the ability to have meaningful conversations with formal Regulators. The job is varied, challenging and busy, it is set within a site with a bright future, in a specialist area of importance and potential growth.
