Commercial & Contracts Officer - Facilities
We are recruiting for a Commercial & Contracts Officer who shares our vision to be trusted to provide consistently outstanding care and exemplary service to our patients.
You will provide proactive support to the day-to-day contract management of a broad portfolio of Estates & Facilities contracts, ultimately delivering the division strategy. You will play a key role in maintaining effective relationships with contractors providing services to the Trust.
Supporting in the co-ordination of contract planning, negotiations, management, and reviews as well as ensuring efficient processes of monitoring are in place.

Main duties of the job
1. Assist the Senior Contracts & Performance Manager in effectively managing designated contracts within the division.
2. Support and advise the Senior Contracts & Performance Manager and Commercial Manager with contracts negotiations, discussions, and implementation involving, where appropriate, other managers within the division.
3. Assist in the co-ordination of the Trust's cost improvement programme, preparing appropriate reports as required and ensuring all meetings and actions are logged.
4. Support the Head of Commercial and Senior Contracts & Performance Manager with any commercial issues or projects that may arise, and support/cover the Commercial and Property Officer in any related duties in instances of absence or leave.
5. Provide administrative support to the drafting of documents to support the Senior Contracts & Performance Manager or other relevant members of the department.
6. Support the implementation of project and service initiatives through timely and relevant information analysis and administrative support, in accordance with the agreed priorities of the Senior Contracts & Performance Manager.
7. Oversee and participate in monitoring the performance of internal and external contracts, ensuring compliance with service specifications in line with quality, quantity, and cost, and initiate measures to ensure compliance.

Person Specification
Qualifications / Training
* Good standard of general education to bachelor's degree or equivalent experience
* HNC/HND or equivalent qualification and/or experience in relevant field
* Evidence of recent continual personal development or other learning
* Contract Capability Management Programme Foundation Level, or similar contracts management/commercial qualification
Previous Experience
* Relevant experience of working within an estates/facilities role or equivalent role
* Evidence of decision-making, working on own initiative, and to agreed deadlines.
* Evidence of managing own workload.
* Supervision of staff
* Production of visual reports
* Developing and maintaining systems
* Knowledge of how facilities & estates services contracts are managed
* Experience of working within the NHS or another public sector organization.
Skills
* Full understanding of confidentiality
* Excellent communication, interpersonal & diplomacy skills
* Excellent organisational and prioritisation skills.
* Ability to work on own initiative, under pressure, and to timescales

Knowledge
* Intermediate knowledge of Microsoft word processing, excel, and database packages.

* Basic knowledge of current legislation/frameworks affecting facilities services e.g.: PLACE Assessments, PAM (Premises Assurance Model)
* Knowledge of contracts management
* Knowledge of Information & Governance requirements within the NHS
