Job summary
The post holder will support the C&W Cancer and Clinical Diagnostics System Leads and Transformation Managers to ensure effective delivery of NHS cancer and diagnostic priorities across the C&W system The Project Lead will work collaboratively with various primary care, secondary care, local authorities, and external stakeholders to facilitate and lead projects to secure system-wide transformation.
The Project Lead role will ensure workstreams are planned and managed effectively, taking the lead in ensuring their successful delivery against agreed timelines and plans, and for the management and reporting of risk. This includes overseeing the implementation and delivery of projects against the key milestones within agreed timescales.

Main duties of the job
A key dimension to this role will be to lead projects within the workstreams with their engagement of primary care, community, and secondary care clinicians in the complex management agenda to ensure they are heavily involved in the development of plans and any service pathway design and that there is the necessary capacity and capability within the system to deliver both the local and national targets
1. Has a key responsibility to lead project management and provide service analysis, service redesign and capability building expertise to the services that fall within Coventry and Warwickshire Integrated Care System (ICS).
2. Actively contribute to the delivery of the ICS programme and project key objectives providing professional project leadership and training to allocated workstreams.
3. Manage and implement an effective and planned programme of activities utilising agreed tools and skills including those based primarily but not exclusively on lean thinking ensuring that progress can be tracked, and risks mitigated.

Principle Duties:
4. To support the System Leads with the implementation of the system strategies across our health and care system, contributing to short, medium- and long-term transformation objectives, achieving quality outcomes.
5. Support the System Leads to identify service transformation opportunities which encompass new ways of working, pathway redesign and innovation within day-to-day operations.
6. Prepare, plan and lead agreed projects to support workstream objectives and proactively follow up agreed actions.
7. Work closely as needed with partners to identify vulnerable/unsustainable services and support the process to enact any changes needed to improve these services and enhance patient care across our ICS footprint.
8. Ensure internal and external key stakeholders, including patients and the public, have effective opportunities to engage in service transformation programmes/projects/lean events, enabling them to contribute, influence and progress the implementation of improvements to facilitate collaborative working and mutually beneficial outcomes.
9. In conjunction with Project and Clinical teams and external partners, support the implementation of pathway changes across complex organisational boundaries.
10. Undertake risk analysis of allocated programmes/workstreams in the context of risk to the organisations clinical and business objectives.
11. Maintain and apply up to date knowledge of service improvement including change, government initiatives, national policies, philosophies, tools, and processes.
12. Prepare regular updates and complex written reports to the Director of Transformation, Head of Transformation, and the Transformation Board on the progress of projects against key objectives and quantifiable impacts on patient experience, productivity, and efficiency.
General Duties:
13. Lead and be responsible for the development, management, and implementation of projects to often challenging timescales, against agreed objectives using project management best practice methodologies
14. Support the System Lead by identifying and managing the dependencies and interfaces across projects/programmes, potential impact on wider organisation, system and resource requirements and building in contingency and adjustments as necessary to ensure their successful delivery in line with strategic objectives.
15. Develop, complete, maintain and update all formal project documentation including benefits realisation, risk analysis and management plans. Ensure these documents are available within the Programme library.
16. Develop, facilitate, and monitor the delivery of the project plan within the agreed project scope to deliver objectives within agreed timescales. Contribute to the development of key performance indicators/outcome measures for the successful assessment of project success.
17. Plan and organise a range of complex meetings, activities and programmes of work which will support the delivery of project objectives. Provide coordination of and participate in relevant internal and external working groups and provide project advice, expertise and support.
18. Identify risks associated with the projects including the development of contingency plans and managing conflicting priorities between stakeholders with different expectations.
19. Assess and analyse potential risks to the realisation of project timescales, milestones outcomes and initiate prompt remedial action as necessary.
20. Provide regular updates and complex written reports project progress in line with agreed governance arrangements, including preparing relevant updates and papers and attending and presenting at Board meetings and other internal/external committees
21. Develop policies and procedures in own work function with impact on wider organisation/system as required
22. Ensure delivery of projects within budget, managing the budget for programmes of work within service, escalating risks as per governance procedures. Support development of bids for additional funding as required and support with procurement for additional funding and resources as needed.

23. Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
24. Comprehensive knowledge of project principles, techniques, and tools such as Prince 2 and Managing Successful Programmes (MSP) or equivalent experience
25. Experience of working in public sector organisations, NHS, Local Authority, Police, Fire Service etc. Current knowledge of health and care systems in England.
26. Experience of working on service transformation.
27. Experience of working effectively across diverse backgrounds. Understanding of and commitment to equality of opportunity and good working relationships.
