As Lead Project Manager you will deliver projects within the renewals programme for TfL Facilities Operations. The Facilities Operations team manage TfL’s Head Office portfolio of circa 35 buildings and you will work closely with colleagues in asset management to help work towards the Mayor of London’s net zero targets and deliver best value of the building assets. The Mayor has committed to reaching net zero scope 1 and 2 greenhouse gas (GHG) emissions by 2030, so there is a large volume of projects centred around decarbonising our estate and achieving this goal in the coming years. Your projects will largely consist of refurbishment, reconfiguration or installation of new building services, systems or fabric within the TfL Group Head Office estate.

Key Accountabilities
1. Lead, direct and manage the effective delivery of project(s) from inception to completion, including handover and project close out, in accordance with all TfL project management methodology, and to ensure the delivery of all intended business benefits.
2. Be responsible for the financial cost management of the project(s), ensuring that works are completed within allocated budget and are accurately forecasted throughout the project lifecycle.
3. Follow CDM 2015 regulations and undertake duties as Client on behalf of TfL. Ensure that the appropriate documentation relating to the preparation and issue of the Pre-Construction Information, Construction Phase Plan, Health and Safety file, Statutory Approvals, As Built Information and user training is fully co-ordinated and implemented.
4. Lead procurement processes for the appointment of contractors and consultants as necessary to deliver assigned programme of projects.
5. Plan, obtain and integrate required resources for effective and efficient use across projects. Ensure that resource requirements are communicated to, understood and agreed to by responsible functional managers.
6. Ensure that project(s) are executed in accordance with the current TFL project management methodology and that the correct procedures are complied with throughout the life of the project(s).
7. Deliver projects within agreed authority levels, negotiate, procure and authorise all project contracts and variations and approve and authorise all payment to meet value for money criteria.
8. Provide project related information in a timely manner to enable effective reporting to be prepared and submitted as business needs dictate.
Skills, Knowledge & Experience Criteria
Skills
1. Ability to plan, implement and manage projects to deliver to time, budget and quality.
2. Excellent communication skills, both orally and in writing, with the ability to effectively interact with people at all levels across the organisation and externally.
3. Ability to build effective working relations and influence people at all levels across the organisation and outside, including negotiating and successfully facilitating joint decision-making.
4. A proven ability to problem solve and to promote and communicate ideas and innovation at all levels, including the most senior.
Knowledge
1. Good knowledge and understanding of project management methodologies & processes, project controls tools & techniques, including but not limited to: project planning, cost control, risk management, sustainable project delivery, stakeholder engagement and health and safety.
2. Desirable: Professional Qualification in Project Management, such as APMQ, PRINCE 2 etc.
3. Desirable: Knowledge of Microsoft Project or Primavera P6 Planning Software.
4. Desirable: Degree in a relevant discipline.
5. Knowledge and understanding of procurement processes and contract management in a project environment.
6. Desirable: NEC contract experience.
Experience
1. Experience of taking responsibility for managing projects to time, budget, and quality criteria.
2. Desirable: Experience of managing construction works within large, complex, safety focused and regulated organisation(s), where there are multiple interfaces.
3. Desirable: Experience of managing built environment projects within live operational spaces.
4. Desirable: Experience of managing a programme of interlinked projects, delivering to an annualised budget.
5. Experience of personal responsibility for managing project finance, change controls and governance approvals.
6. Desirable: Evidence of delivering project efficiencies and ensuring value for money.
7. Experience of managing performance and delivery through external contractors and/or suppliers.
8. Experience of managing the contractual aspects and obligations of projects.
9. Experience of building relationships with, and influencing, a range of people at all levels within and outside the organisation.

Role logistics and further information
The role is primarily based out of Palestra, Southwark but assigned projects can be on any TfL head office building across London. The expectation is to be in the office 50% of your working time to facilitate collaboration with other key head office functions. Around these constraints there is a degree of flexibility to be had, which we encourage you to discuss further at interview.
