Job Description: We are seeking a highly skilled and innovative Front-End Development Lead to join our growing Compliance technology team. This role will be responsible for leading the creation and evolution of a common development framework, including a scalable, configurable component library that underpins a suite of internal applications including compliance. The ideal candidate will bring deep front-end expertise, strong architectural and leadership skills, and a working knowledge of back-end integration. They will play a pivotal role in ensuring that new frameworks and applications are user-centric, flexible for future scaling, and designed through close collaboration with Product Management and UX Design. This position reports regionally to a local Technology Manager while functionally aligning with the broader North America Compliance Technology and UX team. A role reporting to the Global Head of Regulatory Technology and EU INFRA Project Lead, TD Securities. The role will have responsibility for Project Management and Project Reporting tasks spanning the Regulatory Technology and EU Infrastructure portfolio of projects and will include creation and management of project management, organizational and resource artefacts for the Global RegTech and EU Infrastructure organization. The Global Head of Regulatory Technology has accountability for technology oversight of technology deliverables outside of those of the RegTech team for projects with multi-stream deliveries. The EU INFRA Project Lead has accountability for project management of technology deliverables in the APAC region. The project manager will also be required to perform a co-ordination role on those projects. The INFRA team manages data center migration projects in both EU and APAC regions, Currency across various applications and platforms, and various technology upgrades classed as business as usual (BAU) activities. INFRA team members are predominantly based in London, Dublin and Singapore. The Regulatory Technology team delivers solutions for Regulatory business obligations including, but not limited to, Trade and Transaction Reporting, Financial Regulation and Recordkeeping. The organization has team members based in Singapore, London, Dublin, New York and Toronto covering technical analysis, development and systems engineering. Key stakeholders include Front Office, Trading Business Management, Finance, Operations and Compliance spanning several TD Legal entities. We collaborate with our Change Delivery and Cross Product Operations team on numerous large-scale projects as well as with our businesses and operational team partners on day-to-day business as usual activities. Role Description Framework Leadership & Development - Lead the design, development, and evolution of a shared front-end framework and component library for technology applications. - Create highly configurable and reusable components, enabling product teams to adapt and scale solutions efficiently across different business needs. - Define and enforce best practices for front-end architecture, coding standards, and component design to ensure quality, consistency, and maintainability. - Collaborate closely with Technology leads to integrate front-end solutions with scalable, secure back-end services. Application Delivery & Innovation - Partner with Product Managers and UX Designers to ensure user-first design principles are embedded into all frameworks and application builds. - Help drive the buildout of a modern suite of Compliance applications that are scalable, adaptable, and aligned to user workflows and business needs. - Contribute to application planning, technical architecture discussions, and roadmap development to ensure front-end innovations support the broader Compliance strategy. - Explore and introduce new tools, technologies, and methodologies that improve developer efficiency and platform scalability. Cross-Functional Collaboration & Leadership - Act as a strategic bridge between Technology, Product, and UX teams to ensure alignment across user needs, technical feasibility, and product vision. - Guide and mentor developers across teams on front-end standards, reusable patterns, and framework contributions. - Participate in sprint planning, code reviews, and technical workshops to drive quality and foster a culture of continuous improvement. - Maintain strong, proactive communication with stakeholders to manage priorities and ensure delivery timelines are meThe candidate's role will be split 50/50 working for the Regulatory Technology supporting the Global Head and the EU INFRA Project Leads on several different projects and their deliverables. The candidate will be required to build and maintain relationships with colleagues in many different groups and time-zones to ensure their success in the role. The role will operate in a junior project management capacity which will mean working closely with the RegTech and EU INFRA senior leadership team and will have responsibility for a number of tasks including; - Collation and submission of project estimates for upcoming initiatives - Identification of project risks - Management of project resourcing forecasts and actuals - Maintenance of the Global Reg Tech & EU INFRA book of work - Project deliverable tracking - Weekly project status reporting to European CIO - Weekly reporting to TDS CIO and OCIO management - Co-ordination of technology wide deliverables for multi-stream projects - Collation of estimates across technology - Technology issue and risk oversight and management - Deliverables timeline co-ordination - Resolution of time management issues - Capturing metrics on releases and emergency changes - Assisting with JIRA prioritization, planning and management for BAU team activities - Vendor onboarding for RegTech, FinTech and EU INFRA new initiatives - Preparation and distribution of the bi-monthy European Technology and RegTech newsletter Numerous learning opportunities will also be present in the role. These will include: - Assisting with planning activities for new initiatives - review of requirements - solution planning and design - sprint planning - project phasing - Project planning and management for strategic re-platforming initiative including ownership of plan and RAID management Candidate Requirements Technical Skills - Expert-level experience with modern front-end technologies (React, TypeScript, JavaScript, HTML5, CSS3, Webpack, etc.). - Strong experience designing and building scalable component libraries and UI frameworks. - Working knowledge of back-end integration, APIs (RESTful, GraphQL), and understanding of full-stack development environments. - Deep understanding of responsive design, accessibility standards, and cross-browser development. - Familiarity with design systems and experience collaborating closely with UX teams. - Experience with cloud platforms (AWS, Azure) and containerized environments (Docker, Kubernetes) is a plus. - Knowledge of security, authentication, and compliance considerations in enterprise environments preferred. Experience - 7 years of professional front-end development experience, with at least 3 years in a technical leadership or framework-focused role.
