Technical Services Manager

Full time - 37.5 hours per week
Salary £50,000- £60,000 per annum, plus Serco Benefits.
At Dumfries and Galloway Royal Infirmary, we have an exciting opportunity for a Technical Services Manager to join our team. This role will be responsible for the day-to-day management of a multi-disciplinary team to achieve a high standard of performance across the Hard FM Service provision. Supporting the Contract Manager, you will be the contract lead on all technical matters relating to the complex engineering systems associated with an Acute Healthcare facility as part of a PPP arrangement.
Within this role you will be responsible for managing and working with the in-house team and external technical specialists to ensure compliance with all statutory, contractual, and relevant technical standards, whilst collaborating and co-operating with the SPV, NHS Trust, partners, and colleagues to deliver a customer focused service. Our Technical Services Manager will also be responsible for all aspects of maintenance compliance and will take on the role of Responsible Person and/or Authorised Person for appropriate and agreed systems.
Main Accountabilities:
* To ensure that the full range of maintenance services are provided to support the smooth running of the hospital, in accordance with the Project Agreement and the associated contractual service delivery documents.
* Be conversant with and understand the working of the mechanical, electrical and electronic systems in an acute hospital e.g., lifts, medical gases, boiler plant, air handling/conditioning fire safety management systems, communication systems, control theory, practical and application.
* Lead liaison with the Authorising Engineers around maintaining safe systems of work on appropriate disciplines and all activities associated with all technical audits including close out of audit reports.
* Ability to undertake Responsible Person (RP) and Authorised Person (AP) duties for appropriate disciplines within professional competency.
* In conjunction with the other AP's, carry out competence assessments for the purposes of appointing Competent Persons' and issue Standing Instructions.
* To support the operational team by providing specialist engineering maintenance expertise across the range of hospital building services to ensure compliance with mandatory, regulatory and statutory requirements.
* Responsible for ensuring timely updates of existing policies and procedures, and the development of new policies and procedures based on national guidance, legal requirements, mandate and best practice that will affect the service.
* Prepare maintenance / technical reports for submission to Highwood Health, NHS DGRI and other regulatory and statutory bodies.
* Critically review and analyse maintenance activities and procedures/processes and their efficiency to ensure that legal and contractual requirements are adhered to.
* Ensure all appropriate records are present and correct and raise any non-conformances and deliver a plan to return to a compliant state.
* Provide an asset condition report to identify plant and equipment for inclusion in the Asset Renewal Plan.
* Undertake research as and when required making recommendations regarding the implications of plant and building refurbishment proposals.
* Responsible for the initiation and effective management of the work of specialist consultants, contractors and in-house staff on project work.
* Co-ordinate building surveys and resulting works, agreeing access requirements and arranging insurance inspections.
* Manage the site Health & Safety File ensuring all component parts are up to date both digitally and hard copy.
* Ensure that the Fire Safety Management system is up to date and compliant with its legislation, guidance and requirements.
* Ensure the operational Contract Risk Register is in place and kept up to date with the required monthly reports being created and transmitted to the Contract Manager.
* To participate in the Management on-call rota and respond to site within contractual timescales.
What you'll need to do the role:
* Hold a UK driving licence.
* Previous experience in a similar role within a large complex service and managing a team.
* Educated to a minimum of HNC/HND level in an engineering discipline, with relevant experience and/or trade background working within a maintenance environment.
* Be conversant with the workings of the mechanical, electrical and electronic systems used within a Healthcare Environment e.g., piped medical gasses, high/low voltage systems, boiler plant air handling/conditioning fire alarm systems and management, communications systems, control theory, practical and application.
* Ability to hold Authorised Person responsibilities relevant to their engineering discipline.
* Commercially aware with an ability to deliver against typical estates contractual KPI requirements.
Desirable:
* Qualified to IOSH Managing Safely level or equivalent.
* Trained in the use of the Firecode Suite of Documents and had practical experience implementing and maintaining them.
* A Member of the Institute of Healthcare Engineering and Estate Management and registered with the Engineering Council.
