We are seeking a Commercial Officer to provide comprehensive commercial support, including offering advice and guidance on routes to market and tendering processes. A key responsibility will be supporting the development and maintenance of the commercial pipeline, collaborating closely with subject matter experts and commercial colleagues to ensure smooth and efficient operations.
You will be adept at navigating the complexities of public sector procurement, ensuring compliance, and driving best practices across various projects and initiatives. You will have demonstrable experience in managing end-to-end sourcing processes within large-scale, complex, or high-risk programmes and a proven track record of supporting complex Invitations to Tender, negotiations, and contracts.
Key accountabilities:
1. Provide wide-ranging commercial support to the Portfolio stakeholders from advice / guidance on routes to market, tendering processes and, where appropriate, contract management.
2. Support the development and maintenance of the commercial pipeline working closely with subject matter experts and other commercial colleagues.
3. Support the development of complex end-to-end procurements ensuring innovation, where possible whilst adhering to commercial policy, processes and category strategies (where they exist).
4. Lead on supply market analysis to ensure an effective understanding of the market dynamics to inform appropriate commercial strategies and in the ongoing management of the contract once in place.
5. Network actively to access current trends and best practice, as well as potential routes to market.
6. Actively contribute to the creation of programme plans, procurement and contracting strategies.
7. Provide Contract administration and management as well as Supplier Relationship Management for key suppliers & contracts within area of accountability.
Key requirements:
1. Experience of working in public sector procurement.
2. Experience of managing end-to-end sourcing in a large-scale complex or high-risk programme.
3. Experience of working across diverse and complex operating models in supporting the development and implementation of effective commercial strategies.
4. Experience of supporting the development and delivery of complex Invitations to Tender, negotiations and contracts that may require non-standard/ bespoke conditions.
5. Experience of building positive relationships across diverse stakeholder groups; able to understand and manage multiple perspectives, build consensus and influence stakeholders.
6. End-to-end sourcing in the public sector – full life cycle.
7. Working understanding of Oracle Fusion or equivalent Enterprise Resource Planning systems (desirable).
SC highly desirable; candidates with active SC clearance will be fast-tracked.
