Job Description
This role will be responsible for providing technical support and management for compliance at six depots across the Highlands and Islands. A key responsibility will be ensuring ongoing Lower Tier COMAH compliance for sites in Montrose and Scapa. The Engineer will be tasked with scheduling and overseeing routine maintenance and repairs, assisting in the design of new engineering terminals, and managing contractors to maintain safety standards. The position involves a standard work week of 40 hours with potential out of hours availability, as needed.
Key Objectives
1. Protect the company from prosecution by competent authorities HSE and SEPA for terminals and engineering projects.
2. Ensure compliance with legal industry legislation, e.g., Ship to shore terminal procedures.
3. Prevent restrictions on terminal compliance from competent authorities.
4. Safeguard the company’s reputation by preventing accident damage and environmental spillage.
Engineering Based Tasks
1. Organise tank and pipework inspections as per EEMUA and API rules.
2. Select inspection companies using contract agreements such as ABB.
3. Assess and follow up on recommendations from inspections.
4. Set up engineering projects, including negotiating costs.
5. Arrange major maintenance requirements, such as painting and tank inspections.
6. Carry out site inspections to assess required work to maintain standards.
7. Organise meter proving and plant hose testing at various sites.
8. Ensure timely repairs to equipment.
9. Supervise major projects on-site as contractors should not work without direct supervision.
General Tasks
1. Assist with oil loss investigations and explanations.
2. Compile local plant procedures and emergency procedures.
3. Arrange training for plant work, e.g., quayside work, confined space entry.
4. Oversee all aspects of work and operations at Scapa, and support Montrose.
5. Investigate incidents to determine root causes and recommend actions.
6. Operate a system of work control procedures to ensure safe working of all tasks and projects, including Method Statements, Risk Assessments, and Work Permits.
7. Review contractors' Method Statements and Risk Assessments.
8. Provide engineering advice for Service Stations as required, including possible site visits.
9. Work with MTIS and PTPQ documents resulting from P66 audits for Scapa and Montrose.
