Job summary
From 1 April 2023, ICB's became responsible for the pharmaceutical, general ophthalmic and dental services under the terms of the Delegation Agreement with NHSE, in addition to general medical services which had previously been delegated.
The Hertfordshire and west Essex ICB are also hosting the Pharmacy and Optometry team for the six ICBs in the East of England.
To ensure effective delivery of these delegated functions and our statutory responsibilities, the ICB has identified a need to recruit to existing vacancies within the primary care contracting team.
These roles are open to internal applicants only and provides an exciting opportunity to be part of a dynamic team and to support the delivery of national and local ambitions, working with a variety of stakeholders.
Herts and West Essex ICB is seeking to recruit a Primary Care Support Manager to support the delivery of the delegated contracting and commissioning functions to support the delivery of effective commissioning of primary care services across the ICB; with a focus on general medical services and community pharmacy.
The postholder will work in partnership across all Directorates in the ICB, through a multi-disciplinary approach, to support general practice and primary care networks to ensure they are resilient and sustainable in the long-term.
The postholder will have access to specific training programmes on Primary Care contracts to support their personal development.
Main duties of the job
1. This role will work as part of a dynamic team in delivering an effective service supporting managers and staff across Hertfordshire and West Essex ICB to deliver effective primary care commissioning in accordance with national and local commissioning strategies.
2. The role supports the business in driving transformation as well as value for money in planning, commissioning, contracting and service delivery. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.
3. As one of a team of Primary Care Contract Support Managers working within the ICB Primary Care Contracting team, this role will support the development of a portfolio of Primary care contracts in Herts and West Essex. The role requires knowledge of primary care contracting and commissioning
4. Develop effective working relationships between the wider directorate and other directorates within the ICB to ensure that the implications of commissioning decisions are appropriately reflected in primary care contracts and agreements.
5. Support the delivery of the Primary Care delegated functions including identifying needs, contracting, development, assurance and interventions.
6. Support the development and implementation of the Community Pharmacy Transformation programme; including collating and analysing service activity data
