We are seeking an experienced and dedicated Democratic Services Manager to join our team at Norwich City Council.
This exciting role offers the opportunity to lead and manage the delivery of democratic services, ensuring the smooth operation of the council's democratic processes and the provision of high-quality support to elected members, committees, and the public. You will play a key role in facilitating transparent governance and supporting decision-making across the Council.
Key Responsibilities:
Lead and manage the Democratic Services team, ensuring high standards of service delivery.
Provide expert advice and guidance to councillors, officers, and committees on democratic procedures and legislative requirements.
Oversee the preparation and publication of council agendas, minutes, and reports for meetings.
Ensure compliance with governance and constitutional matters, including regulations related to meetings and decision-making processes.
Develop and implement processes to improve democratic engagement, transparency, and public participation.
Manage the council’s records and information systems in accordance with legal and regulatory requirements.
Develop and deliver training programs for councillors and council staff on democratic processes, including code of conduct and ethical governance.
Maintain and manage relationships with stakeholders, including internal teams, external partners, and the public.
We are looking for a highly motivated individual with:
* Significant experience in a democratic services or governance role, ideally within a local authority setting.
* A strong understanding of local government processes, the legislative framework, and best practices in governance.
* Excellent leadership, communication, and interpersonal skills with the ability to work collaboratively with a wide range of stakeholders.
* Strong organisational and project management skills, with the ability to prioritise and manage multiple tasks.
* A commitment to maintaining high standards of governance, transparency, and accountability.
Qualifications:
* A relevant degree or professional qualification in public administration, governance, or related field (desirable).
* Membership of relevant professional bodies (e.g., Institute of Local Government Studies) (desirable).
* Knowledge of local government law and procedures, including experience in committee and council meeting management.
