Hybrid working: 3 days in the office per week
The Role
The Strategic Organisational Development Business Partner (OD BP) drives the organisation’s success by building strategic relationships across functions. Partnering with Executive Directors and leadership teams, they develop people strategies that align with business and organisational goals. The role focuses on enhancing performance, executing workforce strategies, and supporting the council’s recovery efforts. They design, implement, and refine OD strategies, frameworks, and interventions to drive change and ensure long-term success while upholding professional and ethical standards.
* Collaborating across the council to ensure the best possible outcomes for customers, while maintaining financial sustainability.
* Fostering and maintaining collaborative relationships within the function, while developing a shared understanding of potential long-term developments.
* Identifying opportunities for improvement within their area of work, managing changes to consistently deliver the highest service quality.
* Promoting the effective use of digital technologies and innovation both within the council and with external stakeholders and partners. Equality and diversity will be integrated into all decision-making processes.
* Overseeing the delivery of outstanding customer interactions, strengthening relationships, and enhancing the council's reputation for achieving outcomes and resolving issues.
About You
* You will have solid experience in a public sector setting.
* Educated to degree level in a relevant professional field such as Human Resources, Organisational Development, psychology or equivalent by experience.
* Evidence of continuing professional development and expert knowledge in relevant professional area, such as CIPD qualified or other post-graduate qualification in human resources.
* Demonstrable knowledge of the critical factors in planning change and practical experience of applying project and programme management approaches with the ability to identify risks and create mitigation plans.
* Demonstrable experience of managing complex cultural, systems, process, and behavioural change Demonstrable experience of developing capability, mitigating risks, and delivering results.
* Extensive experience of using external insight, internal data, and professional judgement to create, implement and assess the impact of organisation development strategy, frameworks, tools, and solutions aligned to organisational strategy and business plans to deliver tangible outcomes, enable data-driven decision-making and drive continuous improvement in a complex organisation.
* Relationship management, with proven ability to develop strong, mutually beneficial relationships with external and internal networks and stakeholders.
