About the role
This is an exciting opportunity to join a busy and enthusiastic team within the Civilian HR Directorate within MOD. The post holder will lead a mixed portfolio with primary responsibility for Employee Relations and Performance Management. On the Employee Relations side this role provides unique opportunity in terms of visibility across a whole host of issues which impact what is a very diverse employee base. The PM policy portfolio receives significant attention at the most senior levels and impacts around 30,000 staff members and continues to be of significant interest to the Trade Unions
Looking ahead key responsibilities over the next 12 to 18 months that align with Defence strategic objectives will include:
Driving the Diversity and Inclusion agenda and working with Defence Statistics, Cabinet Office, Behavioural Insights, the Trade Unions and Staff Networks to understand how to improve Performance Management and rewards outcomes for staff with Protected Characteristics. You will have ownership of the performance management framework, including In-Year Reward and the Thank You scheme.
Continuing work to embed the required behavioural changes to fully bring the Performance Management Framework to life as intended and to improve the employee experience. This work is linked with a much wider project focusing on building line management capability and confidence.
Conducting a thorough review of our existing policies to ensure they are up-to-date and effective. Exploring the use of Artificial Intelligence in policy making and automating processes within our HR Management System
Leading the Department Employee Relations Team, ensuring each business area is supported with expert advice and encourage and support the continued development of constructive relationships with Trade Union colleagues. Working as part of a team with line management responsibilities.
Project Manage a comprehensive review of MOD’s new Employee Relations Framework, and engagement with the Trade Unions at both a local business level and departmentally.
Drafting briefings to MODs most senior leaders including for example, the Permanent Secretary HR & Finance Director.
Developing and delivering upskilling and training on employee relations and performance management topics.
Skills and Experience Required
Experience at managing diverse stakeholder groups and confident in dealing with challenge constructively.
Confident and skilled communicator, including excellent briefing and policy drafting skills
Proven leadership and people management skills This role has a high degree of autonomy and direct management for a team of 1 so you will need to have line management and leadership experience, be highly organised, and be able to use your own initiative to drive forward the work of your team.
A broad range of HR experience would be beneficial, with experience of managing employee relations in particular.
Strong analytical and problem-solving skills.
Accredited CIPD membership (or willingness to obtain it within the next 12-18 months)
