HM Naval Base Devonport (HMNB(D)) and the wider Devonport site has evolved into one of the largest bases of its kind in Western Europe and is today a key Defence asset as a main operating and support base for the Royal Navy. By its nature, the Devonport site is a highly complex environment where a myriad of strategic demands, commercial and financial arrangements combine to deliver Defence outputs. The Naval Base provides an open, flexible and supportive work environment with Civil Servants and Armed Forces personnel working together across a wealth of interesting and challenging roles in a variety of disciplines from finance, personnel and HR, strategic planning and programme and project management through to contract and business management and provision of services, with a significant infrastructure portfolio which is a key enabler to ensuring the Naval Base meets its outputs supporting the Navy Command Director Submarines portfolio.
Infrastructure is managed by a collaborative MOD and industry partner team who work together to deliver infrastructure availability to support current operations and to shape the future of the site to deliver best for defence outputs. Infrastructure Business Management is a newly formed function working to the Infrastructure Group Head to provide a vital co-ordinating function to the diverse activity across the Naval Base Infrastructure portfolio. This role is essential for integrating various departmental activities, ensuring smooth and efficient operations within the Naval Base. You'll have the chance to lead strategic initiatives, manage key meetings, and enhance communication across teams. In this position, you'll play a crucial role in coordinating business activities, driving strategic planning, and facilitating effective decision-making within a dynamic and complex environment.
This position is advertised at 37 hours per week.
Job Description
You will be accountable to the Infrastructure Business Manager in support of the day-to-day management of infrastructure business activity by analysing user and business need to ensure estate management outcomes are aligned with the Naval Base Business Plan and Infrastructure strategy. This will include:
1. Coordinate infrastructure activity, governance, reporting and management processes to enable effective decision making and output delivery.
2. Coordinates and facilitates the estate battle rhythm and key meetings and acts as the senior escalation point for issues raised across the infrastructure group; embracing a wide range of key functions to achieve optimal performance between the infrastructure team, technology, and the workplace.
3. Lead on internal communications within the Infrastructure Group ensuring that all teams are kept aware of developments at strategic, operational, and tactical levels both from the wider Naval Base and Infrastructure perspectives.
4. Identify, manage, and track all key infrastructure assumptions and dependencies across the infrastructure portfolio on behalf of the Infrastructure Business Manager.
5. Supports in the management of all infrastructure team recruitment and associated infrastructure administration.
6. Support the Infrastructure Business Manager as transformation lead responsible for the maintenance of the infrastructure portfolio delivery map, milestones, and critical path to monitor infrastructure programme progress including MOD input to the Asset Management Transformation Programme.
7. Responsible for ensuring the Quality Point of Contact (QPOC) function is managed and administered on behalf of the Infrastructure Group. This to include the lead role in all internal and external audits to provide direction to the infrastructure.

A strong leader with a proven track record of business management and successful management of change and improvement and collaborating with others to find solutions together.
A manager of people, able to create a team who feel empowered and valued. Look after staff and their well-being and able to deal with all HR functions, recruitment, performance, attendance, and discipline.
Experience in collaboratively working with senior leaders to identify and manage dependencies and risk to deliver organisational level outcomes.
Excellent communication skills both oral and written.
This role is aligned to the Government Property Profession and requires a minimum UK Regulated Qualification Framework – Level 5 qualification (or level 4 plus extensive relevant experience) preferably in a GPP discipline, Change specialist or Business-related subject.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
