THE ROLE
As part of the Property team this role leads and supports the strategic management of the council's commercial & operational portfolios alongside a small residential portfolio, to meet council priorities and optimise income. Collaborating with external consultants and in house teams we will rely on your professional expertise and knowledge as well as your communication and problem-solving skills to optimise the portfolios' performance.
KEY RESPONSIBILITIES
* Support the Director of Operations and Property in the client role for the investment property portfolio.
* Support the Estates team by identifying and evaluating options including assessing those presented by internal stakeholders and councillors and agreeing courses of action.
* Instruct consultant surveyors and solicitors to take further action in the pursuit of transactions or towards resolving property disputes.
* Act on behalf of the council in all landlord and tenant issues in relation to the investment and operational portfolios.
* Prepare for, organise, and undertake freehold and leasehold disposals and acquisitions using a variety of resources including external consultants, agents, and solicitors.
* Provide and manage professional valuation advice for asset management, asset valuations (in accordance with IFRS), insurance, disposal, or development purposes.
* Provide property advice to advise on procedures, delegated powers and protocols relating to property decisions.
* Conduct as necessary consultation and complete formal reporting when required.
SKILLS AND EXPERIENCE
* A qualified Chartered surveyor.
* Knowledge of valuation with the RICS.
* Knowledge of the legislation and case law governing commercial tenancies and other relevant legal requirements.
* Knowledge of constructing and forfeiting leases.
* Knowledge of the local political context.
* Experience in Valuation and Commercial Estate Management with experience of Landlord and Tenant matters.

* Confident working with a variety of stakeholders with an ability to respond quickly to the varied requirement and priorities of client.
* Lead and manage a professional Property services team.
* Ability to foster good relationships and adapt to the relevant audiences.
* Effective communication and people skills.
* Work well under pressure to meet targets and deadlines.
* Ability to work with the detail of tasks but maintain an overview of the objective.
* Ability to identify opportunities and anticipate potential problems early in the process.
