Position Title Technical & Process Safety Manager Position Location Aberdeen Reports to Head of HSE Position Number Department HSE PPM Grade Lead Position Overview The Technical & Process Safety Manager will act as focal point for technical & process safety in day to day operations and on a strategic basis. Accountabilities Maintain a thorough understanding of relevant regulations, company procedures and best practice Work proactively with the onshore and offshore teams to provide timely and accurate safety engineering and process safety advice Support & promote the safety engineering and process safety element of the SEMS across the business Actively seek areas for safety engineering and process safety improvement and develop sustainable efficient solutions Provide technical input for COMAH and Safety Case Management Act as Technical Authority maintaining regulatory requirements and technical support to the company Follow and comply with company Golden Rules, Procedures, & Policies and hold others to account to do the same Key Duties Manage technical and process safety team. Provide safety engineering and process safety related information, advice, training and support Monitor, maintain, review and develop Technical and Process Safety processes and procedures Participate in incident investigation so that lessons can be learnt and are effectively communicated across other sites and groups Support and participate in SEMS and Technical audits Lead the process safety audit programme Provide oversight on all activities which impact on Major Accident Hazards Promote the use of key processes which support prevention of Major Accident Hazards Participate and review ICP activity with Engineering team Discussing/Liaise with the Independent Verifier/ICP on the appropriateness of verification schemes Act as Technical Authority for specified Performance Standards and associated Safety and Environmental Critical Elements (SECE’s) Continually monitor the Performance Standard assurance routines being carried out by either review or audit, where appropriate supporting and instigating changes to the routine, schedule or maintenance philosophies Contact point for HSE and other regulatory bodies for COMAH and COMOPS notifications Facilitate and coordinate process safety risk assessments for operational activities and proposed modifications, e.g. HAZID, QRA etc. Monitor compliance with relevant company-wide procedures and standards To verify that technical decisions made within asset are in line with Repsol Resources UK and Industry standards Provide technical support and advice to the assets where appropriate Final approval of discipline relevant Technical Queries where required, e.g. deviation to standards Providing discipline technical input to and approval of ORA’s, SCRA’s, WMS deferrals/changes and set point changes Monitor analysis of process safety performance in line with KPI’s Provide discipline comment to AFA’s where applicable Review and approval of Engineering technical documents and drawings as necessary Lead and support SECE barrier reviews, pre-start up audit/reviews, Process Safety Assessments when required Review and approval of Technical and Process Safety Engineers developed documents (Technical Notes, Statement of Requirements, etc.) Education Attainment & Accreditation Relevant engineering degree and risk management qualification with considerable technical experience in a similar role Post graduate qualification in Safety Engineering attained Member of recognised professional body preferred Professional Skills & Experience Well rounded work experience preferred, with significant direct experience in either oil & gas operations or onshore support role closely linked to oil & gas operations Credible industry experience in managing the prevention of major accident hazards Previous experience as a technical safety professional in the oil and gas industry Knowledge and understanding of the UK regulatory regime Appreciation of Human Factors Interpersonal Skills & Qualities Adherence to Repsol Resources UK values Enthusiastic and motivated to make a difference Strong ability to bring tasks to completion Excellent time management, prioritisation and organisational skills Excellent communicator (both written and verbal) A collaborative working style and ability to build strong relationships with a variety of stakeholders Strong planning and analytical skills with an eye for detail Work proactively, and find sustainable solutions to challenges which may arise Ability to challenge the status quo and influence others; embrace change and continual improvement Circumstances Ability to travel offshore I & D Statement We are an equal opportunity employer, aiming to recruit, retain and develop our people based on merit.
