Electoral Services Manager (Secondment) - Basildon Borough Council
Contract Type: Secondment, Full Time
Salary: £48,460 - £52,508 per annum (inclusive of fringe)
Closing Date: 12th March 2025
Job Purpose: To lead and manage the council’s electoral services team ensuring that statutory requirements are adhered to and managing the team in undertaking duties relating to the compilation, maintenance and supply of the register of electors for the Basildon Borough. To work in accordance with relevant legislation and guidance including community governance reviews and polling places reviews.
To be the technical expert for all matters relating to elections and electoral registration.
To be responsible for the preparation and undertaking of the annual electoral canvass, supporting the Returning Officer in the organisation and efficient and effective delivery of all elections held in the Basildon Borough.
Duties
1. Leadership and management of the electoral services team ensuring effective service delivery through recruitment, training, development, appraisal, performance, workload allocation, supervision, and quality assurance.
2. Compilation, maintenance and supply of the register of electors for the Basildon Borough in accordance with legislative requirements.
3. Maintain awareness of legislative changes and develop working practices to ensure compliance.
4. Ensure effective project planning and implementation for the annual electoral canvass.
5. Maintain the register of absent voters and conduct the annual postal vote refresh.
6. Lead the conduct of electoral, polling and community governance reviews.
7. Organise and deliver all elections and referenda held in the borough.
8. Prepare and submit returns to the Electoral Commission.
9. Manage the employment of temporary staff for canvasses, referendums, and elections.
10. Interpret and implement new working practices arising from legislative changes.
11. Manage complaints and difficult situations effectively.
12. Review and streamline working practices for effective service delivery.
13. Plan and manage the electoral services budget ensuring compliance with the approved budget.
14. Maintain the Council’s Electoral Management IT System and ensure compliance with data protection legislation.
15. Develop relationships with council services and partners for accurate electoral register maintenance.
16. Respond to enquiries from the public, councillors, and other officers regarding the register of electors and elections.
The Experience You Will Bring
* Holds an Association of Electoral Administrators Certificate in Electoral Administration.
* Experience in the development and maintenance of an Electoral Management System.
* Experience in dealing with public enquiries and providing advice.
* In-depth understanding of electoral services and elections management.
* Understanding of the UK political system and working within a political environment.
* Knowledge of electoral legislation and ability to interpret and develop practices.
* Ability to lead and supervise a team.
* Skills in building and maintaining relationships.
* Technical expertise in electoral services.
