If so, Torbay Council are currently recruiting for a Commissioning & Finance Support Officer in the Adult Social Care Strategic Commissioning Team.
About the role…
Our strategic Adult Social Care Commissioning Team is responsible for ensuring the social care needs of Torbay residents are met.
What you'll be doing…
You'll need to be comfortable and enjoy working as part of a team. You'll need to have an eye for detail and to be able to anticipate and respond to a wide range of issues and challenges in a positive, solution-focused way. You will be working alongside Strategic Commissioning Managers to oversee all aspects of the commissioning cycle, including needs analysis, service and system reviews, quality assurance, service design, specification development, contract management, stakeholder engagement and financial planning.

* Knowledge and understanding of the commissioning cycle.
* The ability to handle difficult situations calmly and professionally.
* Ability to research, analyse and evaluate a broad range of social care information and data.
* The ability to make decisions and escalate issues when needed.
* Good IT and numeracy skills and the ability to keep accurate records.

Essential:
* Interpersonal and communication skills, including the ability to communicate effectively with a range of people, service users, suppliers all levels within the Authority, external agencies, and partner organisations.

* Numerical and analytical skills.
* Proven organisational and time management skills.
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge
Essential:
* Knowledge and understanding of all elements of the Commissioning Cycle.
* Knowledge of Microsoft Office applications.
* Knowledge of quality assurance frameworks.
* Experience of dealing effectively with the public and specific agencies.
* Experience of financial procedures and an aptitude for dealing with figure work.
Experience & Qualifications
Essential:
* Experience of maintaining, developing, and manipulating spreadsheet and database records.
* Understanding and experience of interpreting complex statistical information.
* Experience of performance management systems to achieve continuous service improvement.
* Experience of delivering projects within set deadlines.
* Experience of working with a wide range of partners, stakeholders, and external customers.
