Assistant Director, Mental Health, Learning Disabilities and Autism
The Assistant Director for Mental Health, Learning Disabilities and Autism (MHLDA) plays a key role in developing, improving and delivering services across North West London, working in conjunction with system partners. The Assistant Director, reporting to the Associate Director, works with the ICB's MHLDA team, system partners and communities through the MHLDA programme to improve access, experience and outcomes for North West Londoners with mental health needs, learning disabilities and autism; tackle health inequalities; enhance productivity and value for money; and contribute to broader economic and social development. The Mental Health, Learning Disabilities and Autism (MHLDA) programme team works closely with NWLs borough teams and providers across North West London, driving transformation and strategic commissioning to ensure that mental health, learning disability and autism services meet the needs of our population. The team ensures that its work supports the four objectives of the ICS by co-ordinating and supporting collaborative working to ensure transformation focuses on end to end care pathways, provides assurance that services are safe, high quality and efficient, and ensures this is underpinned by effective commissioning.
Main duties of the job
This role acts as the deputy to the Associate Director for MHLDA to ensure that the MHLDA programme delivers for residents of NWL. In common with all programmes in NWL, the programme spans strategy, commissioning, coordinating delivery and assurance. This includes:
1. Working with residents, service providers, local borough-based partnerships and primary care networks, to determine our future strategy and approach;
2. Developing a five-year plan for the programme;
3. Commissioning for strategic outcomes, within the context of the Long Term Plan (and shortly the ten-year plan);
4. Working strategically and collaboratively as part of a wider senior team to plan, design, transform and monitor changes to services;
5. Supporting provider-led development through adopting a methodical approach to Quality Improvement that ensures safe, effective, patient-centered, timely, efficient and equitable care for patients, service users and staff;
6. Integrating systems and managing effective working relationships with the appropriate stakeholders;
7. Ensuring that MHLDA pathways are effective, efficient and equitable and that services are comprehensive and not duplicative.

Person Specification
Knowledge Training and Experience
* Educated to Masters level or equivalent level of experience of working at a senior level in specialist area.
* Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to Master's level equivalent.
* Evidence of post qualifying and continuing professional development.
* Must have an understanding of the background to and aims of current healthcare policy in London and appreciate the implications of this on engagement.
* Should have an appreciation of the relationship between NHS England and individual provider and commissioning organisations.
* Experience of leading and delivering complex transformational projects, demonstrating system-level critical thinking and effective working with a diverse range of stakeholders to achieve a desired outcome.
* Understanding of contracting and commissioning approaches within primary care, NHS Trusts, Better Care Fund, voluntary sector and local authorities, as well as ICB and Borough-Based Partnerships at Place.
* Understanding and experience of procurement and bid-evaluation for NHS and health and care services, including from voluntary and independent sector providers.
* Understanding Standing Financial Instructions, audit and other governance.
* Good working knowledge and understanding of the Mental Health Investment Standard.
* Confidentiality of patient information, data security issues and other data protection governance.
