Several full & part-time opportunities have arisen for experienced, highly motivated candidates to join the Alliance and lead projects aligned to some of our core programmes and cross-cutting areas of work. These roles provide a project management function and support to Programme and Delivery Managers to deliver cancer improvement projects across Optimal Pathways Group and Living with and Beyond Cancer programmes ensuring that activities are aligned, on track to deliver, project milestones are reached and planned outputs realised.
Responsible for delivering multiple complex projects to time, cost, and quality criteria, meeting a range of stakeholder requirements and for ensuring that the projects are delivered as part of an overall programme where delivery responsibility may be outside of your remit; the role requires excellent leadership, communication and negotiation skills to influence stakeholders from across a range of organisations. You should be able to demonstrate an appreciation and understanding of methodologies and approaches to maximise use and deployment of resources, with some experience of optimising clinical pathways in line with national and local policy to improve outcomes.
Main duties of the job
The postholders will work as part of a team and proactively engage a wide range of stakeholders to develop system wide projects and pathways working with local communities, health, and social care at a locality level and across WY&H.
The postholders will oversee the delivery of either the Optimal Pathways Group and Living with and Beyond Cancer projects involving teams across six localities; working with colleagues locally to develop improvement projects and exploring opportunities to advance in their delivery across healthcare boundaries.
The successful candidates will require a good understanding of the complexity, challenge, and opportunity of aligning national requirements with Cancer Alliance ambitions and will have experience of leading and delivering projects within cancer or related services to improve outcomes for people affected by cancer, where there are significant and complex interdependencies.
This role will suit individuals that enjoy taking a collaborative approach to solving problems and delivering solutions, motivating, and influencing stakeholders that operate across organisational and geographical boundaries to drive improvement projects and ensure activities are aligned and on track to deliver. The successful candidates will appreciate that delivering transformational change requires flexibility, whilst also understanding the requirements of operating within a national programme and formal reporting structure.

The posts will lead specific project management roles aligned to some of our core programmes and cross-cutting areas of work. They will provide a project management function and support to Programme and Delivery Managers to deliver cancer improvement projects across Diagnostics, Workforce and Liver Cancer programmes making a difference for people in West Yorkshire and Harrogate. The post holders will work with Programme Managers and Lead Senior Responsible Officers and as part of an Alliance team to ensure project milestones are reached and planned outputs are realised.
You will support programmes and projects of activity which aim to optimise and transform cancer care and outcomes across the West Yorkshire & Harrogate Cancer Alliance, ensuring we can deliver the NHS Long Term Plan ambitions. Working closely with the responsible Programme Manager and as part of the Alliance Project Management Office team, you will work in collaboration with Alliance partners, relevant West Yorkshire Integrated Care System workforce programmes, the West Yorkshire Association of Acute Trusts (WYAAT) provider collaborative, Health Education England, NHSEngland and Higher Education Institutions.
Educated to degree level, or equivalent, the post holder will be expected to have an understanding and experience of the healthcare environment and some experience and understanding of the identified priority areas and opportunities for improvement is desirable. You will be educated to degree level or equivalent and have significant experience, knowledge and understanding of cancer services and/or a public health background.
Knowledge of project management tools and methodologies is essential alongside practical experience of delivering successful projects to agreed timescales with excellent stakeholder management and communication skills.
The post will also involve contributing to other areas of work as required where delivery responsibility may be outside of your remit; therefore, the role requires excellent communication and negotiation skills to influence stakeholders from across a range of organisations.
Main Duties and Responsibilities
You will support the successful development and implementation of workforce related projects supporting the NHS Long Term Plan and aligned to the Cancer Alliance's Strategic Objectives and Delivery Plan.
The post holder will:
* Develop a culture that promotes equality and values diversity. * Provide subject matter expertise where required on both a day-to-day basis and to the identified workstreams within the transformation plan, applying critical thinking to advise on pros and cons of proposed workforce changes and developments, offering knowledge in these areas and suggesting improvements and changes and ensuring they are embedded within daily practice.
* Contribute to programme plan development utilising existing evidence and local knowledge, building in continuous evaluation to support future planning and sharing of best practice.
Planning and organisational skills
* Provide excellent project management and co-ordination of a range of complex activities within multiple projects across a range of stakeholders and organisations. Many require constant re-assessment of delivery timescales and plans where activities are delayed due to interdependencies and competing priorities across plans.
* Develop and maintain core project documentation, in line with the Cancer Alliance PMO framework, working to agreed standards in line with project management methodology according to the scope and complexity of the projects.
* Develop and maintain project plans reflecting the complexity of managing projects with multiple partners meeting a range of stakeholder requirements. This includes tracking of budgets and financial processes.
* Ensuring patient involvement in projects wherever possible and facilitate co-production with target populations where relevant.
* Monitor progress made within each project/activity and ensure reporting and appropriate escalation of key risks and issues which may impact on success through the relevant governance.
* Set up and maintain project progress meetings at the required frequency, ensuring accurate taking of formal notes to inform revised plans and approach. Keep action logs up to date and provide leadership on progressing projects where needed.
* Manage own workload and make informed decisions independently with appropriate timely escalation of relevant risks and issues to the Programme Manager or other designated contact.
* Be competent in using a range of Microsoft Office applications, namely Word, Excel and PowerPoint, with either knowledge of or commitment to obtaining competency in Microsoft Teams.
Communication and relationship skills
* Ensure effective communication and negotiation, acting as a key link between projects and stakeholders ensuring successful project delivery. This will often involve careful negotiation and navigation of competing priorities and agendas, and where delivery plans need to be changed whilst managing expectations.
* The ability to motivate and influence others to collaborate across organisational boundaries is crucial. The successful candidate will also have excellent engagement and interpersonal skills to influence both clinicians and managers who are already extremely busy working towards contractual requirements. These skills will also be needed to align priorities and promote collaboration between stakeholders.
* Use a range of influencing and negotiating skills and strategies to ensure delivery from project contributors for whom there is no direct line management responsibility.
* Attend and lead (where required) meetings with a range of partners at key points within the project to report on progress and key issues e.g., optimal pathway groups, including patient groups, community groups and board meetings. This may require formal and informal presentation of project progress and relevant information and/or data to different audiences and audience size.
* Support a learning culture across the system through the effective dissemination of learning outcomes and best practice from projects within WY&H and beyond.
* Work via the Alliance approach to patient and public engagement through patient groups and leaders to ensure appropriate engagement levels are embedded throughout projects, ensuring support is available to patient leaders where required. The post holder will ensure findings and feedback from patients is used to inform project re-design.
Analytical and problem-solving skills
* Ability to critically analyse and interpret data to ensure effective project and programme progression towards objectives, drawing on available analytical support as required. Additionally, the ability to present this data in a way that can be understood by a variety of audiences.
* Lead the statistical analysis and presentation of information to inform decision making and justification of projects including pathway re-design and service improvement. This is often complex as data can be from multiple sources and clinical systems and the post holder will be required to present a range of options.
* Present said information to stakeholder groups, making recommendations to senior stakeholders as required. This may include analysis of primary and secondary care data and statistics used to inform project planning, as well as presentations at regional and national events sharing project progress. Utilise this data to create narratives to drive action.
* Co-ordinate the implementation of project evaluation plans, ensuring there are systems in place to gather data at key points and feedback to stakeholders. This will evidence success of local projects and new service developments and can include utilising methods such as surveys and audit.
Person Specification
Experience
* Knowledge and experience of quality improvement / service redesign tools, techniques, methodology and practices
* Knowledge and experience of NHS and hospital based and admin systems
* Project Management experience to post graduate level or equivalent.
* Examples of leading on change management/service improvement within the NHS and/or social care.
