We have an exciting opportunity for a Senior Buyer to join our team in York and to be a key member of our Procurement and Commercial Strategy team, responsible for managing the procurement process for medium to high value complex contracts and framework agreements.
The team operates within the Eastern Region that supports our customers throughout the North East, East Midlands, East Coast and Anglia routes. Our activities include creating one-off contracts and framework agreements covering all rail disciplines.
The role requires good strategic sourcing and communication skills to ensure value for money for all procurements and compliance with regulatory standards and Network Rail corporate governance.
The Senior Buyer will work closely with the Senior Procurement Manager and internal stakeholders to understand their requirements and deliver successful procurement strategies that support Network Rail's objectives.
You will have excellent communication skills, both written and verbal, be proactive, have in-depth experience of the end-to-end procurement process, and be happy to challenge and be challenged while supporting our customers.

About the role (External)
Key Accountabilities
1. Develop and implement individual project and steady state contracting strategy proposals including preparation and evaluation of tender documents and negotiation of contracts.
2. Provide post-contract commercial management support for a range of contracts.
3. Provide dedicated support to senior staff in respect of individual projects and/or contract/commercial issues, including ‘rapid response' to potential contract disputes.
4. Target specific goods, services, and/or suppliers to identify how tangible improvements may be made in the procurement of these goods and services.
5. Undertake regular contract management meetings with key stakeholders and suppliers to monitor whether maximum value was delivered via contract.
6. Manage responsibilities for endorsements and approval of sourcing strategies.
7. Provide all services to programme/project teams in a timely and cost-effective manner and contribute positively towards the achievement of programme/project objectives.
Qualifications
1. Recognised skills in contractual and commercial matters, with credibility and experience to act as advisor to other staff.
2. Successful procurement background with practical intermediate level experience.
3. Contributed towards maintaining successful relationships with suppliers.
4. Membership of appropriate professional institution.
5. Experience of infrastructure environment.
6. Understanding of The Procurement Regulations 2024.
7. Strong prioritisation and time management skills.
8. A customer-focused approach.
