Job Description
Fancy taking on a newly created role working with an established business in a growing sector? One that offers you the chance to shape, mould and define processes, policies and procedures and coach, mentor and guide a team to become high performing? Know a thing or two about public sector procurement but still want the commercial focus of a private sector business? Then this should be right up your street...
What's on Offer?
* Base salary of £62,000 to £65,000
* Private Medical, Health Cash Plan, Income Protection and Life Assurance (4x basic salary)
* Contributory Pension - 5% matched contributions
* Professional qualifications funding
* Hybrid working - 3 days in the office in Warrington
* 25 days holiday plus statutory with the option to buy/sell up to 5 days
What will you be doing?
This is a newly created role leading a team of 11 (8 in central procurement, 2 in the central procurement data team and 1 leading compliance and quality) to support the Head of Procurement in the delivery of a first class procurement function. Despite this being a private sector organisation offering a range of procurement frameworks and consultancy services, the majority of your customers will be in the public sector. With the upcoming public sector procurement reform, you'll have the chance to shape and mould processes, procedures and the development of the customer portal to allow customers to better manage their spend. The central procurement team creates and manages the frameworks for a wide range of categories, primarily in indirect areas such as office supplies, print, stationary, and vehicles, which are essential for back office services. This relatively new team is performing well, so leadership, motivation, and support are key to helping them develop further into a high-performing team with a stronger focus on maximizing the commercial position of the business while also offering great value to the customers. The central procurement data team analyses hundreds of thousands of pieces of data a month to create value opportunities for the customer - you'll work closely with these analysts and the wider business to look for insights, create learnings for the customer, and identify opportunities to commercialize the data and drive value across the board. You'll also collaborate with the Head of Procurement compliance and quality to ensure any legislative changes, reform, or other legal matters are correctly managed and reflected in processes and policies.
Who will you be doing it for?
You'll be joining a successful private sector consultancy business that works with a range of clients across the public sector, namely in the social housing sector, the NHS, and local councils. They offer long-term career development through formally recognized qualifications such as CIPS and a collaborative, inclusive culture. You'll be working for a very engaging and down-to-earth line manager who has extensive experience in this sector and will be on hand to help, mentor, and guide you.
What do you need to bring to the party?
To be successful in this role, it's expected that you'll be able to demonstrate the majority of the following skills and experience:
* Proven experience in either a Head of Procurement, Procurement Manager, or Category Manager level role
* Excellent leadership and motivational skills - you'll be able to demonstrate how you've grown and developed teams previously
* Analytical mind, able to interpret data and make strategic recommendations
* Previous exposure to, or able to demonstrate a strong knowledge of public sector procurement regulations/processes but also with a solid commercial mind - this will most likely come from those in a regulated but commercial environment such as utilities, rail, or nuclear, or those that have had exposure to both public and private sector businesses
* MCIPS or equivalent would be advantageous but isn't essential
* Demonstrable track record of savings delivery through negotiation
