A Diving Manager is responsible for all work related to diving and ROV operations under the projects in terms of technical and safety. This position requires an individual with multi-skills but focusing more on all construction diving works. Hence, strong engineering, operations, and project management skills are required.
Responsibilities:
1. Ensures that all operations are undertaken in accordance with the regulations and diving conditions as specified in Client's Diving Procedure, Client's ROV Operations, CONTRACT Requirement, IMCA Guideline, etc.
2. Liaise and work closely with the Project Operation Manager Offshore, Field Engineer to ensure timely and safe completion of all works assigned to the spread.
3. Provides corrective actions to resolve problems in relation to Subsea activities during construction.
4. Participates in any Risk Assessment, prepares Job Safety Analysis and dissemination of information during Tool Box Talk.
5. Prepare or review all MOC's from the project and asset management which can impact on project diving activities.
6. Prepare/review dive plans, toolbox talks, and weekly diving drills and provides constructive feedback to the offshore dive teams.
7. Develops and implements project-specific Diving Project Plans for the project.
8. Review project procedures and provide diving input into the procedure to ensure the procedure produced is suitable for diving work.
9. Responsible for developing specific diving procedures based on project procedures developed by Engineers.
10. Reviews diving team composition and rotation of personnel in accordance with Company and Client requirements.
11. Review competency of the divers working on the project and provide assessment of their performance during the project.
12. Perform operation audits for selected DSV for the project. Organize vessel 3rd Party Suitability Survey and IMCA diving audit for the DSV and responsible to monitor and close the audit findings.
13. Share lessons learned with the diving team and ensure all recommendations are included in the diving procedure and plan.
14. Participate in Management Site Visits when required by the Project.
15. Responsible to ensure a valid Permit to Work/Diving Permit Certificate is in place prior to the commencement of any diving work.
16. Responsible for implementing Company and Client HSE procedures and policies.
17. Prepare and submit in a timely manner all required reports to respective individuals requesting the report such as Project Manager, Operation Manager, etc.
