Job Description: Financial Analyst Position Title: Financial Analyst Location: Norfolk, VA Employment Type: Full-Time Overview: We are seeking a highly skilled Financial Analyst with at least a Secret Clearance to join our team. The ideal candidate will have a minimum of four (4) years of experience in financial analysis or management, with at least three (3) years of direct experience in PBIS, PBIS-IT, PPBE, DON, OSD, and President’s budget cycles. The successful candidate will provide a full range of financial functions for major system development projects, including cost analysis, financial business integration, and problem resolution through data analysis. Key Responsibilities: Provide a full range of financial functions for major system development projects, including should-cost and projected cost analysis and trade studies related to cost trade-off options. Define established financial business practices for integration into the client's financial business systems. Identify potential problems and recommend solutions through thorough analysis of financial data. Perform financial analysis and management tasks related to PBIS, PBIS-IT, PPBE, DON, OSD, and President’s budget cycles. Develop automated applications for unique business practices, ensuring efficiency and accuracy in financial processes. Conduct cost analysis to support budgeting and financial planning activities. Interface with clients on a day-to-day basis to understand their financial needs and provide updates on financial status. Support the completion of project-specific financial tasks within estimated time frames and budget constraints. Qualifications: Minimum of four (4) years of experience in financial analysis or management. At least three (3) years of direct experience related to PBIS, PBIS-IT, PPBE, DON, OSD, and President’s budget cycles. Demonstrated ability in cost analysis and in analyzing, designing, and developing automated applications for unique business practices. Strong knowledge of financial analysis, management, and budgeting processes. Experience in should-cost and projected cost analysis and trade studies. Excellent analytical and problem-solving skills. Strong communication and interpersonal skills, with the ability to interface effectively with clients and cross-functional teams. DoD Cyberspace work role: IT Investment-Portfolio Manager (804); proficiency level: Intermediate IAW DoDM 8140 series. Recognized financial/cost expertise through attainment of DoD Financial Management Certification (DFMC), Certified Defense Financial Manager (CDFM), or Certified Cost Estimator Analyst (CCE/A) certifications. Preferred Skills: Detail-oriented with strong organizational skills. Ability to manage multiple tasks and priorities. Familiarity with DoD and military environments is a plus. Proficiency in financial management software and tools.
