The primary role of the procurement manager is to ensure that materials required for projects are purchased correctly, meeting specifications and deadlines, and raising any issues in a timely manner to resolve problems or inadequacies in purchase requisitions.
Purchase all materials (or oversee purchase) required for the offices and works at Battle and installation sites and any other company location to function well, whilst managing costs. This includes obtaining quotes for estimating and oversight of sub-contract procurement and delivery, as well as order progressing oversight in conjunction with HBJ stores. Managing and administering the purchase function is also a key responsibility.
Duties:
* Report to the Design & Production Director and raise any issues directly if not 100% sure before placing purchase orders.
* Check the quoted price against the tender/contract costing and raise with the estimator if the cost is greater than estimated.
* Approve new suppliers, contractors, and sub-contractors.
* Ensure maintenance of supplier/sub-contractor performance records, including removal from the approved supplier/sub-contractor list for non-performing suppliers and communicating this with all employees.
* Ensure that all purchase orders raised have sufficient detail to empower the supplier to act with confidence and supply the correct product.
* Ensure all Chain of Custody requirements are met where projects call for this.
* Ensure sub-contract insurance documents are recorded and HBJ does not place orders or instruct works unless minimum insurance covers have been proven.
* Purchase directly or authorise the purchase of other business items such as stationary to allow the business to operate.
* Ensure the company gets value for money and that purchases are competitive both in terms of cost and levels of service/competency.
* Obtain three prices for the majority of items before purchase.
* Keep purchasing records that meet financial audit requirements, QHSE, and COC.
* Make recommendations to change purchasing policy on major suppliers based on factual performance records.
* Review the project's initial materials listing and report immediately if problems in supply are likely.
* Assist in reaching compromise decisions where exact project requirements specified are either not available in time or are deemed unsuitable.
* Ensure adequate stock levels are maintained, but only that which can be safely stored to prevent damage.
* Manage stock losses and damage and report on this periodically with recommendations for improvements.
* Coordinate all stock takes and work with external financial auditors in this regard.
* Communicate to all relevant parties and keep records where supplier deliveries are part of the shipping schedule that meets HBJ requirements.
* Minimise waste.
* Compile information against a standard template (plans & schedules etc.) to be sent for RFQ (Request for Quotes).
* Closeout non-stock items only on Kinetic project materials when the project is completed using a report titled “Job Material Outstanding Requirements (stocked)” promptly when final materials have been shipped to the site (weekly basis).
* Create and/or populate and oversee Excel control sheets for complex purchase items.
* Research, visit, audit, and recommend new suppliers and sub-contractors, prioritising areas where we need greater or better-quality resources, aiming to reduce material costs while maintaining service and quality requirements.
Required experience / skills:
* Communication and influencing skills to effectively communicate with all HBJ staff and suppliers.
* Detailed experience in the use of Microsoft Office suite.
* Prioritising and excellent filing skills essential (both electronic and manual).
* Sound and confidence working with figures.
* Ability to work productively while handling conflicting and multiple priorities.
