About this opportunity
The Systems Development and Support Team within ICT, who are currently hosted by Cumberland but work for both Cumberland Council and Westmorland & Furness Council, are seeking to appoint a dedicated and proactive Systems Development & Information Officer to work within our Adults Finance Team.
As a Systems Development and Information Officer you will take on a leading role for the support, maintenance and development of our Controcc system, ensuring all appropriate measures are in place, guaranteeing compliance with statutory requirements and undertaking on-going analysis to support an effective service delivery.
The role will also involve project management implementation and the on-going maintenance of the Controcc system. The right candidate will consult with managers and users to drive each part of the project, ensuring timescales are met and there is a data intelligence and evidence-based approach.
Key responsibilities
* Maintain, support, and develop the digital systems used within the Adults Finance Team, ensuring they are reliable and fit for purpose.
* Collaborate with colleagues within the Adults Finance Team to help and assist to ensure they can deliver a great service.
* Provide technical support and training to all users to ensure effective use of the Controcc system.
* Build relationships with stakeholders across Cumberland Council and Westmorland & Furness Council.
* Produce reports and data analysis to support effective decision making.
* Act as a point of contact for the Adult Finance Team.
* Contribute and share ideas on improving digital systems across Cumberland and Westmorland and Furness Councils.
Who we’re looking for
To succeed in this role, we are looking for someone who will be an effective communicator who can respond to any service and customer requirements whilst positively influencing those resistant to change.
You will be involved in supporting the Controcc users as well as developing the system, delivering training, developing and maintaining system guidance and ensuring consistency of practice, so the ability to adapt your communication style to the required audience is key. You will be required to have strong analytical and problem-solving skills, a good understanding of data, and have experience of managing projects.
You will have worked in a large complex organisation and understand relevant local authority performance indicators, procedures and legislation including GDPR and Information Security. A team player who can work with a high degree of accuracy and attention to detail you will bring innovative solutions and strong problem-solving skills to the team.

Cumberland Council is currently delivering a hosted ICT Service for Cumberland Council, Westmorland and Furness Council and Cumbria Fire and Rescue Service. The provision of these services will be disaggregated at a future date and employees will be TUPE allocated to one of the two Councils.
