The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, firefighters and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.
The Army�s Information Directorate provides the 2* Chief Information Officer function for the Army, leads the Army�s digitalisation, delivers Information Exploitation (IX) services and orchestrates the delivery of digital programmes. The directorate also provides leadership and coherence across the Cyber and Electro-Magnetic Activities (CEMA), Intelligence and Security functions in the Army.
The Training Requirement Authority (TRA) Branch sits under the Chief Data and Digital Office (CDDO) which is part of the 2* Directorate of Information within Army Headquarters. The D Info TRA Branch works with Defence Training Delivery Authorities (TDA) and Training Providers (TP) to ensure that Phase 2 and 3 training for Royal Signals, Intelligence Corps, Information Operations and specialist Photography personnel, Regular and Army Reserves is Analysed, Designed, Delivered and Assured.
D Info is seeking a highly experienced Training and Education professional with a proven track record having worked as a Training Authority with multiple Training Delivery Authorities across a large Training and Education environment. This role is responsible for the communicating of training demand to respective TDAs and evaluating the effectiveness of the training in achieving the Army�s Role Requirements, Framework(s) and legal compliance wherever the training is delivered. The post also provides linkages into Land and Joint programmes that will transfer training ownership and responsibility to the Director Info formation Training Requirements Authority Assistant Head.
This is a challenging and rewarding role within a Directorate contributing directly to real-world operational activity.
You will be expected to achieve Developed Vetting clearance, above the normal clearance level expected for the MOD.

The Assistant Head Training Requirements Authority role ensures that the Defence System Approach to Training (DSAT) process within the Directorate is properly managed and governed to the highest standard. You will collaborate with senior managers aiding their decision making through the provision of advice on how best to deliver training requirements that align with Army and Defence training policy.

Applicants will need to be effective communicators and confident to develop trusting working relationships with a variety of internal and external partners and stakeholders, both military and civilian across all grades and ranks.
The AH TRA role will:
1. Provide governance,leadership and direction to a multi-disciplinary Training Branch to support the delivery of capability development; ensuring priorities, personnel reporting and career requirements are met in full in accordance with Defence policy.
2. Lead and manage a team of circa 24 military and Civil Servants. This also includes Line management of Specialist Instructional Officer appointments
3. Implement and govern an effect management of training system,�formulate, set and validate training policy and Job Role Requirements (quality and quantity) across 2* D Info Professions. To include CIS, Intelligence, Land Cyber, Land EMA, Land Info Operations, Land Geospatial for E1 and E2 soldiers and Officers (all Arms if required) to underpin Operational and contingent Capability for Regular, Reserves and civilian workforce in accordance with respective Customer Executive Board priorities.
4. Provide the Principal Learning Development Advisor on all Training & Education for the Information Directorate Capability Development including advice on training strategies to support the SRO and Programme Director in the development of Training Business Cases to support future capability
5. Prioritise, quality assure, authorise and record all routine ITT/STT specific requirements, training, formal assessments and training issues and risks ensuring that the Role Requirements and standards set by D Info are compliant with current Army and Defence directives, legislation, and policy, as required.
6. Ensure regulatory and training professional standards are adhered to, and D Info TRA/TDT staff activity complies with Army and Defence policies and procedures as directed.
7. Represent D Info (2*) at Customer Executive Boards, Army Training Committee and attend 1* Steering and Working Groups as required. Champion Army Training profession on behalf of D Info and the Army Training Executive as part of the Training Senior Leadership Team.
8. Create a culture and environment of innovation, collaboration and empowerment to achieve new ways of maximising the Training delivered to soldiers and Officers.
9. Act as the senior Army Civil Servant Training and Education Subject Matter Expert /Advisor representing the professional requirements of the Civil Service Training & Education profession within the Army TLB.

Essential Criteria
10. Leadership and management experience within a large Training and Education organisation.
11. Technical Working knowledge and experience of Training Governance: including Training Requirement Setting, Design, Delivery, Assessment and Evaluation.
12. Experience of the Systems Approach to Training (SAT) or industry standard equivalence.
13. Experience of working at Training Executive Board level with other Training Authorities, Training Delivery Authorities and Training Providers.
14. Experience of leading and managing teams and the ability to quickly build strong relationships with a broad stakeholder community.
Desirable Skills:
15. Previous experience working within a Defence or equivalent environment, or working within and across large and complex organisations.
16. Have Knowledge and Experience of training and education within Information and Intelligence Specialisations and sub-Specialisations.
17. Have Experience of managing budgets and operating within financial constraints

Flexible employment. D Info Army Headquarters is located at Andover, Hampshire with satellite locations in Blandford and Chicksands. However, we operate as flexibly as possible. This includes home working although a successful applicant would be expected to be physically present in the HQ office or a satellite location at least three days a week.
