HIGHLAND RESERVE FORCES AND CADETS ASSOCIATION (HRFCA) REGIONAL EMPLOYER ENGAGEMENT DIRECTOR GENERAL 1. Appointment Details a. Job Title: Regional Employer Engagement Director (REED) b. Job Grade: C2 c. Department: Engagement d. Reports to: Head Engagement (Hd Eng) e. Job Purpose: To further the Government’s objective of producing sufficient numbers of trained Reservists across the Services to meet Defence requirements, achieved by securing the positive support of the public and private sector employer base in both. 2. General Description of Role Responsible through Hd Eng to the Chief Executive for the delivery of coherent regional Employer Engagement (EE) to support Defence’s purposes as articulated by the Defence Relationship Management (DRM) organisation, establishing enduring relationships and positive support with both public and private sectors. The principal output is to assist in creating an environment within which employers willingly support Reservists in meeting Defence Requirements, in particular through recruitment and retention. The REEDs are HRFCA’s leads for the delivery of agreed EE outputs. PRINCIPAL AREAS OF ACCOUNTABILITY/TASKS AND DUTIES 3. Description of Primary Duties a. Employer Engagement/Support (1) Deliver effective EE and Employer Support (ES) via the HRFCA Engagement Strategy and as directed by DRM in support of the DRM Business Plan and other relevant policy documents, within the allocated budge (2) Develop and maintain effective liaison with DRM account managers, employers and employer organisations in order to deliver EE and ES. (3) Raise awareness of matters relating to the employment of Reservists and Cadet Force Adult Volunteers throughout the HRFCA region. (4) Through pursuit of DRM-mandated development accounts and by exploiting opportunities, gain and maintain supportive employer (5) Move employers up the Defence Ladder of Support and into the Employer Recognition Scheme (ERS), identifying and nominating potential ERS awardees. (6) Pursue the signing by employers of the Armed Forces Covenant (AFC), liaising with DRM and other agencies as necessary. (7) Assist and support the Chains of Command on all EE/ES matters, including on the operational requirements of mobilisation, demobilisation and contingency operations, and in maintaining partnering arrangements with employers. (8) Advise and inform employers, responding to queries and resolving issues. (9) In consultation with, and guided by, DRM and the Regional EE Board (REEB), organise, manage and deliver EE and ES events. (10) Manage EE/ES administrative support staff, ensuring the provision of appropriate training and development as required. (11) Maintain the Salesforce MIS database. (12) Increase and nurture new contacts and identify potential employer members of the Association, including via CTP and RFEA, colleges and schools, and FSB, IOD and Chambers of Commerce. (13) Maintain effective liaison with DRM in order to maintain awareness of Defence intent and to share best practice. Support the work of the Highland Gold Network, and co-ordinate their quarterly meetings. Represent Head of Engagement at Senior Management Meetings when required. b. Regionally-Specific Additional Tasks (1) Advise and support units on all matters pertaining to EE and ES, establishing strong working relationships with relevant unit staff (2) Support the Scottish REEB through the Secretariat, and provide support and advice to the Chairman; attend REEB meetings as a member. (3) Support and coordinate the visit of employers to training exercises and other practical military demonstrations in the UK. (4) Support Community Engagement activities and events. (5) Liaise with other regional actors in support of reserves, cadets, service leavers, spouses, veterans, and wounded injured and sick, including third sector organisations. (6) Undertake such other tasks specific to the HRFCA region as directed by the Chief Executive through Hd Eng. 4. Budget a. Together with REED1 manage the regional EE budget within annual limits, as agreed with the Chief Executive and in accordance with guidance from the DRM Business Plan 5. General Qualifications and Personal Attributes a. Essential (1) Extensive experience of working with the Armed Forces. (2) Senior management and organisational experience. (3) Excellent communication, interpersonal and presentational skills. (4) Strong IT skills, particularly Microsoft Word and Excel; and practical experience of managing and operating a database. (5) Valid driving licence. (6) Budget management experience. b. Desirable (1) A current or former reservist, or regular who has served recently within a reserve unit. (2) Experience of the commercial and/or business environment. (3) Experience of event planning and management. (4) Sales management experience. 6. Specific Requirements a.
