Job Title: Asset Protection Portfolio Manager – Rail
Location: Hybrid – York (On-site at least 3 days per week)
End Date: 12 months
Rate: £55.05 per hour (Umbrella Rate, Inside IR35)
Job Overview:
We are looking for an experienced Asset Protection Portfolio Manager to lead the development and delivery of externally funded schemes within the rail sector. This exciting opportunity will see you working on high-profile projects, engaging with stakeholders, and ensuring the effective delivery of asset protection measures. You’ll be responsible for leading a portfolio of projects and ensuring compliance with Network Rail and regulatory standards.
Key Responsibilities:
* Leadership & Delivery: Lead the development and delivery of asset protection solutions for externally funded schemes. Ensure all schemes are delivered to defined requirements.
* Stakeholder Engagement: Build and maintain strong relationships with external organisations, utilities, and stakeholders. Manage expectations and champion the interests of the team.
* Sponsorship & Support: Develop and provide sponsorship for asset protection projects, ensuring all activities align with defined requirements.
* Commercial & Contractual Controls: Establish controls to manage obligations in accordance with contractual agreements and commercial governance.
* Strategy & Continuous Improvement: Lead the creation and implementation of strategies for the development, delivery, and resourcing of route work scope. Identify opportunities for continuous improvement through collaboration with other routes.
* Compliance Management: Oversee the compliance of asset protection projects with the Railways Act, Network Licence, and Route CDM Management procedures.
* Lessons Learned & Mitigation: Review lessons learned, develop mitigation strategies with stakeholders, and refine project delivery principles to ensure continuous improvement.
* Cost Recovery: Analyse and report on the successful recovery of employer costs in accordance with legal agreements between external parties and the employer.
Essential Experience & Qualifications:
* Chartered Engineer or equivalent experience.
* Knowledge of the operational railway and railway infrastructure.
* Demonstrable experience delivering projects in the rail environment.
* Registered PRINCE2 Practitioner or equivalent.
* In-depth understanding of project commercial requirements and programme controls in the rail industry.
* Experience with health, safety, and environmental regulations, including CDM Regulations and CSM-RA.
* Extensive knowledge of PACE (Project Assurance and Control Environment).
* Familiarity with project management methodologies and lifecycles.
* Knowledge of investment, commercial, and procurement practices.
* Competence in accident investigation.
