North East North Cumbria Integrated Care Board (NENC ICB) covers the 14 local authority areas in the North East and North Cumbria and recognises oral health as a key priority, in its mission to improve health and reduce health inequalities including improving access to dentistry.
We have begun to develop a dental recovery plan and are formulating an Oral Health Strategy for the Integrated Care System across the North East and North Cumbria. To help lead this we are seeking the right person, with the requisite knowledge and expertise to providing external peer challenge and assurance to the system. This will include contributing to and reviewing plans, sharing good practice from and with other regions and systems.

Main duties of the job
You will be a registered dentist or consultant dental surgeon, preferably working in practice, with significant clinical experience and experience of leading networks and developing and delivering policy at a regional or national level.
Working with an expanded programme team and a range of stakeholders across the NENC, you will also contribute to the development of a sustainable ICP-wide dental leadership structure.
The post is fixed term for the two years duration of the dental recovery programme and will work with and report in to the executive lead for dental commissioning.
Salary is in accordance with ICB clinical lead roles and will be c. £41,000 (2023/4 rates) for 3 sessions per week.

Job responsibilities
Creating and fostering a culture of clinical engagement in all sectors in the development of evidence-based pathways that are aligned to clinical standards and best practice. Establishing and maintaining effective networks of clinicians within the local health and care economy involving all appropriate stakeholders within the geography and where relevant to specific areas of service development including working closely with formal ICS wide clinical networks. Engagement with and the strategic development of dental networks. As part of the ICB clinical leadership, ensure connection and communication with the ICB and support the delivery of ICS priorities. Develop a multi-professional leadership group that influences cross system working and engages the clinical community. Support LDC chairs and dental public health consultants through collaboration to develop and deliver the ICB Oral Health Strategy. Provide clinical advice on dentistry and dental matters. Support the development of the local dental leadership. Engage in representative groups across the ICS (e.g. NTAG, VBCC including decision makers, Clinical Networks). Promote innovation and resilience, engaging closely with primary care medical and dental colleagues to understand, support and develop solutions to service challenges. Demonstrating clinical leadership that is central to the delivery of all activities within the agreed work plan. Provide advice and support to the Medical Director for the effective management and leadership of agreed clinical priorities. Promote general dental education. Engage with professional representative bodies like the LMCs and LDCs when required regarding local issues. Provide clinical support and input to local health and wellbeing boards where applicable. Adhere to the relevant professional codes of conduct. Promote diversity in leadership teams, encourage and support new and aspiring clinical leaders.

Qualifications
* Medically qualified and registered with the General Medical Council or General Dental Council
* Clinically practicing
* Post Graduate Professional Membership
* Clinically practicing in the NENC ICS
Experience
* Experience of working at a very senior level as a clinical leader, in more than one setting.
* Experience of delivering and driving positive outcomes for patients.
* Demonstrable experience of leading successful pathway redesign and implementation of new clinical pathways with effective local ownership, and engagement.
* Track record of decision-making using strategic multi-professional knowledge and experience.
* Senior experience with a significant contribution to strategy across a range of areas.
* Relevant senior-level management experience in a variety of health and/or social care settings with evidence of effective partnership working.
* Experience of working in joint or integrated arrangements.
* Experience of working in partnership forums.
* Experience in contributing to the delivery of a vision/strategy in a multi-organisational setting through re-design and transformation projects.
* Evidence of previous experience of working within a complex and challenging environment at a very senior level.
