Job Introduction
Access to Housing is a strategic team responsible for a range of programmes and projects that support vulnerable people across the district. These include: homeless and rough sleepers, domestic abuse survivors, asylum seekers and refugees etc. The Housing Strategy and Intelligence Officer plays a key role within the team by providing data-driven insights, research, and analysis to inform policy decisions, improve service delivery, and shape housing strategies. This work ensures that the team's initiatives are evidence-based, effective, and responsive to the needs of the district.
We are looking for a proactive and analytical individual to take the lead in providing intelligence support for the Council's housing-related functions. This role will involve conducting strategy and policy reviews, acting as the primary point of contact for housing data, research, and intelligence, and driving evidence-based decision-making to support service transformation and development. Key responsibilities will include leading service reviews, overseeing implementation, and monitoring outcomes to ensure effective policy impact.
You will play a crucial role in improving the provision of data, information, and intelligence, enabling the organisation and its partners to gain valuable insights for policy implementation and efficient service design and delivery.
To succeed in this role, you will need:
1. Strong expertise in policy and strategy development, data analysis, and insight generation.
2. Excellent interpersonal, organisational, and relationship management skills.
3. Strong report-writing abilities and adaptability to manage competing priorities in a fast-changing environment.
4. Extensive experience in a public sector or similar organisation, specifically in a data, information, or intelligence role.
5. Demonstrable experience within a housing organisation, local authority housing service, or in providing housing intelligence or strategic support.
6. Advanced proficiency in using, developing, and manipulating spreadsheets, databases, and mapping software for policy analysis and review.
Qualifications & Experience
An NQF Level 5 qualification in a field with a strong focus on research and analysis, OR significant relevant experience demonstrating equivalent research and analytical skills.
