Description
The project manager will play a pivotal role in managing the authority's schools PFI contracts, contributing as an expert in PFI Asset Management, Facilities, and Estates-related contractual management. This role provides technical asset-related expertise to ensure the safe, secure, and compliant delivery of School/Academy facilities by contracted parties. It involves identifying and implementing project-wide improvements and cost savings for schools and the authority, assessing contractor/school/authority change requests, and leading contract administration including financial transactions, invoicing, budget management, and resolving payment disputes. Additionally, the role provides technical support to team members on contractual aspects impacting finances within estates and facilities management.
What you’ll do:
* Authority Representation: Act as the Authority Representative to assist with reporting and decision-making responsibilities.
* Compliance Auditing: Check and audit report for compliance, especially regarding performance and meeting output specifications.
* Monthly Payments Management: Oversee the monthly Unitary Charge payments for all phases of the PFI portfolio, applying deductions for unavailability or poor performance in school buildings.
* Benchmarking & Market Testing: Develop validation methods for benchmarking and market testing reports provided to ensure best value in Soft FM services for schools.
* Estates Management: Interpret and action the Authority's responsibilities for managing estates components of contracts.
* Stakeholder Liaison: Coordinate with internal departments, subcontractors, school leadership, and governors to meet project agreements and contractor obligations.
* Contract Performance Review: Evaluate Hard and Soft FM contract performance against method statements, Authority requirements, and payment mechanisms, and make recommendations for corrective actions.
* Design & Costing Compliance: Review scheme designs, costings, and programs to ensure compliance with agreed outcomes, including reviewing project plans and specifications for variations.
* Documentation Management: Ensure all decisions and variations are properly recorded and documented.
What You Bring:
* Strong problem-solving skills to assess technical data and implement solutions.
* Effective communication and networking skills across organizational levels.
* Proficient in analysing complex contracts and performance standards.
* Strong time management and ability to meet deadlines.
* Competent in IT applications such as Excel, Word, PowerPoint, and financial databases.
* Working knowledge of PFI
* Experience negotiating with contractors on programs, performance, variations, and cost management.
