As we prepare for the implementation of Alternate Weekly Waste Collections (AWC) in September 2025, we are seeking an experienced Strategy and Development Manager to lead on waste minimisation and recycling strategies. This role is critical in ensuring the Council remains compliant with evolving waste regulations while driving efficiency and sustainability in our waste management services. In this role, you will: Develop and implement strategic waste minimisation and recycling initiatives to align with national and local sustainability goals. Interpret and respond to new waste legislation, ensuring the Council remains fully compliant with statutory requirements. Oversee funding applications to secure financial support for waste and recycling initiatives. Drive efficiency savings in waste disposal, ensuring cost-effective and sustainable waste management. Develop initiatives to safeguard Extended Producer Responsibility (EPR) payments, ensuring the Council maximises funding opportunities. Why This Role is Important The AWC project is being delivered as part of the Medium-Term Financial Strategy (MTFS). This role is essential to: Ensure policies, strategies and work flows are prepared and in place to support this significant service change. Ensure legal and regulatory compliance, preventing potential fines or penalties. Secure funding for waste initiatives, reducing financial pressure on the Council. Optimise waste disposal costs, generating savings while maintaining high service standards. Provide strategic leadership, ensuring recycling and waste minimisation targets are met. Essential Requirements To be successful in this role, you will need: Educated to degree level or equivalent experience / knowledge of specialist area i.e. Waste management, street cleansing, contract management, strategy or service development. Management Qualification or significant experience/knowledge at management level. Proven experience in waste strategy development and policy implementation. Strong understanding of waste regulations and government legislation, including Extended Producer Responsibility (EPR). Experience in securing and managing funding applications for waste and recycling projects. Ability to interpret data and use insights to shape strategic decision-making. Excellent leadership and communication skills, with experience working in cross-functional teams.
