Interim Capital Accountant

Pay Rate: £492.08 per day PAYE
Hours per week: 37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 3 months

We are seeking a qualified accountant with experience in Capital Accounting to support the team in closing the authorities capital accounts.
Key Responsibilities:
1. Identify, develop, and support initiatives to transform the delivery of capital financial services across the council.
2. Coordinate capital budgets, medium-term financial plans, service plans, and the annual account closures in line with fixed deadlines and council processes.
3. Manage capital-related projects assigned by senior finance officers, ensuring they are delivered on time and within the agreed budget.
4. Oversee the accurate and timely completion of capital grant claims, government returns, publications, and research for both internal and external clients.
5. Provide financial advice and training on capital matters to directors, service heads, and budget holders, representing finance in capital-related inter-departmental and external meetings.
6. Participate in capital project tender evaluations and grant panels, assessing bids based on financial criteria and ensuring all capital financial implications are understood.
7. Advise on corrective actions regarding capital accounts to ensure the integrity of financial data and performance, escalating issues to senior finance leadership when required.
Key Requirements:
1. Fully qualified accountant (ACA, ACCA, CIMA, or equivalent) with a strong understanding of capital accounting principles and practices.
2. In-depth knowledge of relevant accounting frameworks and public sector financial regulations, including the handling of capital expenditure and asset management.
3. Previous experience of capital accounting including the updating and closing of fixed asset registers.
4. Experience in the preparation and management of capital budgets and medium-term financial plans, with a track record of meeting deadlines and delivering accurate financial forecasts.
5. Strong IT skills, particularly in accounting software (e.g., Oracle, SAP, or similar systems), Excel, and data analysis tools.
6. Proven ability to prepare and analyse financial statements, specifically for capital accounts, ensuring compliance with accounting standards and regulations.
7. Ability to manage and report on capital projects, ensuring proper financial oversight, monitoring of expenditure, and alignment with budget targets.
