This is an exciting opportunity for a Harbours Manager to join our client in Elgin on a full-time, fixed-term contract basis, which has the potential to lead to a permanent position.
The Harbours Manager will provide professional advice to the Council, Director, and Head of Service to ensure the Council fulfills all statutory requirements and implements policies in respect of Harbour Master & Port Operations services.
THE SUCCESSFUL APPLICANT
* Proven experience in a supervisory/management role within the marine industry.
* Track record of service improvement and development in a harbour related environment.
* Proven experience of leading and managing safety critical services which are regulated by external statutory bodies.
* Experience of implementing and Managing Quality Management Systems in Safety Critical Areas.
* Membership of the Nautical Institute or equivalent.
* Experience in delivering strategic objectives across a range of service areas.
* Knowledge of best practice in the field of implementing best value, including service planning, needs assessment, consultation, option appraisal, etc.
* Knowledge of the principles of project management.
* This role requires a full driving licence (without exception).
* Experience of delivering strategic change management.
* Qualifications related to Ports and Harbours operations, pollution response, security, health and safety.
* Demonstrate knowledge and awareness of current national developments, legislation, and industry best practice.
* Experience of working in a political environment.
* Knowledge of the Oil & Gas and Renewables industries.
* Experience in dealing with Environmental incidents including emergency planning, inspections, and/or investigations.
* Experience of managing security duties under the ISPS code.
JOB DESCRIPTION
Development and Marketing:
* Advise on the strategic direction and developments required in the Ports and Harbours area to meet the Council’s statutory and legal duties and the delivery of the Council’s priorities and plans.
* Take a lead role in the development and marketing of the expansion and use of the harbours, maximising their potential growth for new industries such as operation and maintenance of offshore wind farms, oil and gas and cruise ships.
* Lead on the development of the Ports and Harbours strategy.
* Focus on the redesign, development, and improvement of services to better meet the needs of customers and deliver priorities and objectives of the Council.
* Provide information to Elected Members on current issues and developments.
* Represent the Council in work with partner agencies and customers as required.
* Represent the Department from time to time at meetings of appropriate bodies and otherwise undertake other duties as deemed appropriate.
* Assist in the development and marketing of other council service areas within the Council to maximise income for the Council.
Manage Marine Operations:
* To manage the provision of pilotage and dredging services within harbour areas.
* Promote the use of the dredger and other harbour assets to maximise income for the Council.
* Oversee the provision of pollution control measures and ensure that all statutory and Council requirements are effectively discharged in this area.
* Be responsible for the conduct of appropriate investigations into all ship-handling and pollution incidents and hazardous occurrences.
* Provide leadership, direction and management to all staff to achieve the delivery of the service plan and service improvement and outcomes set and in accordance with agreed specifications, service standards, performance targets and costs.
* Conduct performance appraisals for direct reports and ensure all employees have an annual Employee Review and Development Process (ERDP).
* Ensure effective systems to develop, manage, monitor, evaluate and review performance and the collection and retention of accurate management information necessary for corporate and statutory reporting.
* Apply robust performance and risk management procedures across the service.
* Promote equality and diversity in managing people and in the delivery of Council services.
* Oversee the recruitment and training of staff.
* Ensure the effective communication of and training in policies across all staff responsible for implementation or application.
* Promote the Council’s vision and values and apply a positive, people-centred organisational culture to support effective delivery of the Council’s obligations, priorities, and objectives.
Harbours – Meet the Requirements of Legislative, Policy, Guidelines and Best Practice:
* Oversee the arrangements and procedures to ensure compliance with the Port Marine Safety Code and relevant health and safety legislation. This will include regular reviews and development of procedures to ensure that there is a safe system for operation for all ports and harbours.
* Lead on the development of policies to ensure compliance with all developments in national policy, best practice, new techniques, and relevant legislation within the area of harbour operations.
* Advise the Council, as the Harbour Authority on all matters related to its duties and powers, with appropriate advice from the harbour master’s and other officers.
* Have responsibility for the safety of operations and staff and ensure the safe and efficient operation of the harbours.
Budget Control:
* Be responsible for the preparation and management of estimates and budgets relating to harbour activities.
* Lead the setting of the budget for the service and maintain effective budgetary control to achieve cost reduction targets and ensure the most cost-effective delivery of services within the statutory duties and policies of the Council.
* Be accountable for the operational and financial control of the Harbour.
* Participate in corporate, financial and performance management as part of Ports & Harbours management team.
* Develop a business case for service improvements and harbour expansion.
Member of the Service Management Team and other Working Groups:
* Participate in and contribute to team meetings and ensure that Corporate information requested through this channel is delivered as required.
* Participate in other internal and external Working Groups as required and provide appropriate feedback to staff and senior management as required.
* Should be prepared to work flexible hours as required.
Deputise for the Head of Service:
* When necessary, deputise for the Head of Service, either during absence or as a substitute on all harbour/dredger matters.
REMUNERATION PACKAGE ON OFFER
£60074 per annum (pro-rata) + Benefits Package.
