Job Overview
An exciting opportunity has arisen within Aneurin Bevan University Health Board's Primary Care Contract Team. We are looking to appoint a highly motivated Senior Manager to join our Contracting Team.
As a Senior Primary Care Manager, you will be responsible for managing all contracting aspects and service development.
The post holder will have a sound knowledge of primary care and experience of staff management. You must have the capability to function well as part of a team and be able to work independently. You must have excellent interpersonal skills that will facilitate a flexible approach to problem-solving.

Main Duties of the Job
* The post holder will have a lead role for the strategic development of General Dental Services (GDS) and General Optometric Services (GOS), across Aneurin Bevan University Health Board and will also support the strategic development of general medical services (GMS) and primary care prison services as required.
* The focus of this role will be to lead the development and implementation of Aneurin Bevan University Health Board strategies and plans for GDS and GOS, and also support the programme for GMS.
* The post holder will provide vision, leadership, strategic and professional management combined with providing an operational framework for Service Development Managers, working with the Deputy and Head of Primary Care, Assistant Medical Director, Clinical Directors, Heads of Service/Locality Managers and other senior managers in the development and delivery of primary care services, to oversee the provision of a modernised, patient-focused service across the Health Board by providing innovative, pro-active advice and support to the organisation on primary care strategies and approaches in the Division.
* The post holder will undertake a key role to ensure effective and efficient delivery of Primary Care Services by providing leadership for operational management for GDS and GOS, supporting GMS, to maximise the contribution to patient care by Independent Contractors, across Aneurin Bevan University Health Board.

Qualifications and Knowledge
Essential Criteria
* Masters Degree level education or equivalent experience.
* Evidence of continuing professional development.
* Professional or managerial qualification or equivalent experience.
* Sound working knowledge of typical software packages including Word, Excel, PowerPoint and Internet Explorer.
* Strong working knowledge of key areas of national policy related to primary care providers including GMS/PMS, GDS/PDS and Ophthalmology contracts.
* Working knowledge of national NHS contractual frameworks.

* Prince or other relevant project or programme management qualification.

* Three years direct service commissioning experience at a senior level, ideally including the planning, negotiation and performance management of service level agreements and/or annual investment plans at an organisational level.
* Experience in interpreting complex national primary care policy or statutory frameworks and from these creating and presenting credible local policies and commissioning frameworks to ensure ownership and delivery within a local context.
* Experience in developing effective multi-agency/professional partnerships to achieve complex objectives.
* Experience in managing people to effectively manage performance and development of employee talent to achieve individual and organisational goals.
* Experience in managing budgets within allocated resources.
* Experience in involving service users and clinicians/practitioners in service planning and prioritisation and in responding to complaints or care issues.
