In this role, you will be instrumental in supporting the delivery and embedding of the Data Governance Framework to enhance the quality, value, and usability of Ofgem's data assets. You will provide expert data quality advice and guidance across all areas of Ofgem, ensuring that high-quality data assets are available for use with the necessary data quality metrics in place. As a senior member of the Data & AI function, you will support the Head of Data, Information & AI Governance in developing the vision and strategy for the function, with accountability for the delivery and maintenance of the data governance framework. Additionally, you will engage with the Head of Data, Information & AI Governance to foster an environment that promotes a culture of data innovation and process excellence through the enhancement of data capability, including people, process efficiency, and technology. Your responsibilities will include supporting the operationalization of the data governance framework and actively collaborating with senior business leaders within multiple forums. By working closely with key stakeholders, you will ensure that Ofgem's data assets are of the highest quality and meet the required data quality standards. Key Responsibilities Develop, monitor, and assess data assets against data quality metrics, and create and maintain data governance framework policies, standards, processes, and controls. Support the Head of Data, Information & AI Governance in ensuring compliance with the data governance framework, driving cultural change, and making data quality a key directorate metric across Ofgem. Lead initiatives with the data community to align local policies, standards, processes, controls, and metrics with the overarching data framework, and partner with the D&AI team, DDSS team, data stewards, and Information Asset Owners to translate business needs into solutions. Create and maintain data governance artifacts, coach, mentor, and develop peers and the data community to promote data governance and foster a data quality culture. Assist the Head of Data, Information & AI Governance in leadership communications, planning sessions, and chairing Data Governance working team meetings and forums. Define and maintain the Data Governance framework, drive a data quality culture, and ensure compliance with GDPR/DPA regulations by working with key stakeholders and the legal team. Update the enterprise Data registers, own improvement plans, and define the organizational structure to deliver the Data policy and controls strategy, including building and leading a centralized team. Ensure Data and Information is managed within Ofgem's Risk Appetite, assist in defining acceptable risk, and continue developing, coaching, and mentoring the Data governance central and extended team members. Person specification Key Outputs and Deliverables Develop and roll out a comprehensive set of Data Policies and controls framework tailored to Ofgem's needs, with supporting guidance and compliance measures. Define measurable data quality metrics, monitor and report on them, and establish a target organizational design and operating model for Data Governance. Build a central team of data policy and controls professionals, and engage a data community that values Data Quality. Implement visible measures for Data policy and control improvement targets, and maintain a comprehensive set of data policies, standards, processes, guidelines, and supporting artifacts. Align key data governance standards, raise awareness of the need for governance and controls, and highlight the significance of Ofgem's data as an organizational asset. Utilize enterprise technology platforms/applications to support Data Governance, conduct baseline assessments of data maturity, and develop improvement plans. Ensure regulatory guidance on data and digitalization is up to date, and be recognized as an expert on data policy and controls. Support programs with effective Data Governance, manage a prioritized backlog of data policy and controls initiatives, and develop associated business cases and delivery plans. Essential Criteria Strong background in creating and maintaining data management/governance policies, controls, processes, and standards (Lead) Strong background and understanding of data quality metrics and reporting. Experience of Microsoft Purview. Broad experience across all aspect of data privacy and data management including strategy, architecture, delivery, and reporting & analytics. Excellent interpersonal and communication skills required along with inspiring leadership. SC clearance is required for this position. You must be able to achieve this clearance level.
