Job summary
The Finance Assistant plays a key role in overseeing the monthly reporting cycle, ensuring precise financial reporting for the ICB.
The role consists of, preparation for month end, prepayments and accruals, month end variance analysis, monthly budget meetings and being the first point of contact for queries from budget holders.
You will also work with a wide variety of teams across finance and within the ICB and as part of your role you will be expected to attend various meetings.
There will also be the need for you to support the Finance Officers and liaise with members of NHS and non-NHS bodies, where appropriate, on behalf of the ICB.
Main duties of the job
The postholder will support financial reporting by managing provisions, accruals, and prepayments, and processing adjustments to the general ledger.
Maintains and monitors through the ICB's ledger system, income and expenditure budgets.
To provide support to the Finance Officers to ensure financial information is both timely and robust and reflects the ongoing financial risks faced and opportunities available.
To undertake a broad range of financial tasks, which enable accurate, comprehensive financial data to be processed through the Oracle ledger system.
The postholder needs to possess intermediate or advanced Excel skills, good problem solving skills and the ability to multi-task within this busy environment in order to meet agreed deadlines.

Job responsibilities
To assist in the production and monitoring of budgets, in accordance with guidelines and agreed deadlines.
This includes:
1. Support in the production of Management Information with particular emphasis on Month end Management Accounts and Annual Budgets.
2. To assist Management in meeting Statutory Obligations.
3. Build and maintain strong relationships with various Directorates to position the Finance Department as a trusted advisory service.
4. Provide the Finance Officers with the necessary information to build and maintain good relationships with external bodies. This includes addressing user needs, such as funding issues, and ensuring income is received by raising invoices when needed.
5. Assist with the daily systems administration of the Department and plan your workload to ensure routine tasks (daily, weekly, monthly) are completed accurately and on schedule in accordance with timetables.
6. Contributing to the continuous improvement of the Team and processes.

Education / Training / Qualifications
Essential
7. Educated to NVQ 4 level in a relevant subject or equivalent level of qualification or significant equivalent previous proven experience.
Desirable
8. Final stage of AAT.
Knowledge & experience
Essential
9. Good working knowledge of administrative processes and procedures.
10. Significant experience of initiating and maintaining office systems ( filing systems).
11. Knowledge and experience of NHS finance regime.
12. Knowledge in areas relevant to the post including NHS and non NHS commissioning and financial management.
13. Detailed knowledge of financial accounting systems, processes and procedures general ledger.
14. Experience of drafting correspondence.
15. Intermediate knowledge of IT systems and software programmes such as Microsoft Outlook, Word, PowerPoint and Excel and SharePoint.
16. Demonstrable experience in dealing with the public and managing sensitive and confidential information.
17. Previously worked in similar position within the public sector.
18. Demonstrable experience of producing reports.
