Job Description To provide professional advice and undertake projects relating to the preparation, implementation, monitoring, review and delivery of the Local Development Plan, corporate plans, strategies and initiatives. To undertake work in relation to the provisions of the emerging National Planning Framework 4 (NPF4), Planning (Scotland) Act 2019 and associated Regulations. Requirements To assist in the preparation and review of the Local Development Plan addressing the provisions of the Planning Act, emerging Regulations and NPF4 To assist in the preparation, monitoring, review and implementation of plans, strategies and initiatives being undertaken by the Council and its Community Planning Partners To assist in developing and implementing policies and proposals contained in the Local Development Plan To develop and implement policies and proposals contained in the Local Development Plan To develop and implement special projects, in particular town centre regeneration and environmental projects and assist in identifying funding streams to deliver proposals To contribute to the effectiveness of the Service The Individual Knowledge of the Local Development Plan process Knowledge of Scottish Planning Policy, Planning Act (Scotland) 2019 and emerging NPF4 A degree or diploma in planning or a related discipline or with relevant work experience or a good knowledge of planning policy procedures Excellent level of accuracy in work Excellent report writing Ability to analyse policy issues Effective written and oral communication skills Ability to deliver projects Knowledge and experience of various software packages, including Word, Excel and Access Ability to contribute effectively to meetings and present at Planning and Regulatory Services Committee Ability to organise, prioritise and work to deadlines Strong customer care skills and focus Self confident and self motivated Ability to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service, due to the rural nature of Moray this is normally undertaken by use of a car/van Ability to interpret and apply Planning Legislation and Policies, and use judgement A commitment to deliver quality services to agreed standards Ability to work effectively in a team, contribute to a team and show initiative to work on your own with minimum supervision Ability to relate well to customers and other professionals Ability to deal sensitively and tactfully with people who may not agree with decisions made Willingness to work in a demanding position where a flexible and corporate approach is required Willingness to accept direction/delegation Appreciation, acceptance and commitment to the importance of confidentiality Ability to make site visits when required including accessing restricted spaces Ability to work in an open plan office Ability to work flexibly to meet the needs and demands of the service Ability to work in different offices dependent on service requirements Closing Date: 17 January 2025 Career Grade Scheme Applies: Career Grade 7 - 9: £33,439.90 - £47,370.05 per year 36.25 hours per week Proposed interview date: week commencing 13 January 2025 For further information, please contact Gary Templeton - Gary.Templetonmoray.gov.uk
