The Commercial team are supporting the organisation on this journey by working collaboratively with internal stakeholders and subject matter experts across the organisation, as well as with our external partners to ensure that our Contract Lifecycle Management (CLM) processes are compliant to all relevant legislation and statutory requirements and deliver value for money, continuous improvement and efficiencies, whilst supporting and managing change, and embracing our ‘One Council’ approach. To facilitate this, we are looking to recruit a Commercial Contracts Business Partner to join our team. The successful candidate will work closely with the Head of Commercial Services and be responsible for leading and implementing the CLM programme and ensuring compliance with Procurement Act 2023. This will include: providing strategic commercial CLM advice, implementing and maintaining the CLM policies, procedures, frameworks and templates, developing and maintaining CLM training, managing and maintaining the CLM system and reporting compliance, working with internal and external stakeholders to ensure that the Council’s interests are protected and spend with third parties deliver value for money. day to day management of the team. The role will also entail responsibility for overseeing, providing direction and advice for the councils more critical contracts (e.g., Private Finance Initiatives (PFIs). The team play a key role in raising commercial CLM awareness across the Council. We require someone that has considerable understanding of relevant public sector legislation and best practise, experience in transformation and managing change, significant strategic knowledge and experience of commercial CLM, the ability to effectively communicate and maintain working relationships with key stakeholders whilst leading change, embracing our ‘One Council’ approach, is proficient in use of IT systems and software packages, the ability to use their own initiative, is diligent, and innovative whilst understanding the ethos and challenges of the public sector. Collaboration is an important part of this role, so you will have the skills and attitude to recognise the bigger picture and be able to work with colleagues and stakeholders in an agile way to ensure the best possible outcome(s) are achieved. Additionally, as a senior member of the team, you will be keen to share your knowledge and experience to assist stakeholders to build their skills.
