Our Heritage and Design service is fundamental to the success of the council's ambition for a sustainable future - protecting and enhancing the best of the past, while looking to the future and addressing the climate and ecological emergencies. The Service is involved in a wide range of development projects from Grade 1 country houses and our 144 Conservation Areas to innovative contemporary designs and Cirencester's major urban extension of over 2,000 new homes. Our focus is to enable our communities in the Cotswold district and beyond to thrive, creating great places for people to live, work, learn and enjoy in our ever-evolving communities.
As a Senior Conservation and Design Officer, you will lead in collaborating with a variety of stakeholders, including property owners, developers, Historic England and other partners to protect and enhance the unique natural, historic, and built environment of the Cotswolds while ensuring we meet the challenges of the future. We would particularly welcome applications from Conservation professionals with experience and expertise in retrofit and the decarbonisation of historic buildings.
In managing a variety of conservation and design cases, you will need to be a technical expert within this field and the responsibilities in the role profile reflect this. You will provide key inputs into a variety of complex cases and have the opportunity to take a strategic view by helping shape future planning applications through pre-application advice, as well as dealing with enforcement and heritage at risk cases.
You will also support the review of the Local Plan, ensuring that conservation and design are fully considered. In order to do this, you will need a flexible but robust approach and to work together effectively to create positive conservation change.
You will need
* A postgraduate qualification in your area of expertise and/or relevant experience of at least five years
* High level of knowledge, understanding and experience of all aspects of conservation and design, particularly those relevant to the planning system (including enforcement and appeals) [and, if possible, in the retrofit and decarbonisation of historic buildings.]
* Experience of being involved in continuously improving services and developing products to meet customer need.
* Ability to resolve complex issues.
* Deliver commitments and take ownership of own caseload, reshaping of plans to deliver required outcomes.
