Main duties of the job
The People Development Lead will support the Head of People Development to lead on setting and delivering the strategic priorities for our Learning and Development and Talent for Care (Early Careers) services and will take responsibility for the Trust Education Centre, providing oversight and promoting a positive and supportive learning, education, and workforce development culture.
Whilst it is important that the People Development Lead has expertise in one of the key portfolio areas (L&D, Talent for Care or Education Centre management), we are also looking for somebody with excellent leadership skills to really build on the embedding of a comprehensive and inclusive portfolio of learning, education and development across our workforce (and beyond) that supports the Trust future development.
Working with key decision makers in the Trust and providing support to the Head of People Development in the development and implementation of the People Plan, NHS Long term workforce plan and other service development/ improvement plans in line with Trust vision and values.
This role is open to people professionals who hold or are working toward a Level 7 CIPD qualification or equivalent within Learning and Development and/or Leadership and Management.

Job responsibilities
Robustly reviewing key performance measures and reporting frameworks in line with strategic aims.
Leading the achievement of key performance targets and contractual obligations including SLAs, CQC, meeting legislation, policies and procedures for L&D and TfC services.
Implementation and monitoring of appropriate governance and risk systems, ensuring that L&D and TfC services adhere to the Trust Risk Management policy and procedures, reporting and proactively finding solutions to address risk, monitoring progress on mitigation plans.
Working with the Trust senior leadership team and others to ensure plans are in place for the development and review of the educational service strategy for L&D, paying special attention to the creation of new opportunities and service improvements that will enhance staff and learner experience, within and outside the organisation.
Acting in accordance with Code of Conduct for NHS Managers.
Leading by example in the promotion of values, standards and behaviour within the delivery of improved services, meeting requirements of Trust policy on equality, diversity and inclusion.

Experience and Knowledge
* Previous specialist knowledge of either Learning and Development or Talent for Care (Early careers)
* Experience of collaborative policy development or service development
* Experience of designing and facilitating learning
* Experience of managing budgets
* Knowledge of evaluation of learning interventions
* Knowledge of quality improvement methodology
Qualifications & Professional Training
* First degree or equivalent professional, academic qualification
* Educated to Level 7 or MBA equivalent
