Hywel Dda University Health Board provides healthcare services to a total population of around 372,320 throughout Carmarthenshire, Ceredigion and Pembrokeshire. It provides Acute, Primary, Community, Mental Health and Learning Disabilities services via General and Community Hospitals, Health Centres, GP's, Dentists, Pharmacists and Optometrists and other sites.
Job Overview
We have an exciting opportunity for an experienced finance leader to join the Health Board as we drive the changes needed within the organisation to provide safe, sustainable and accessible services to the population we serve.
Providing services across a rural and dispersed population provides a unique set of challenges and opportunities; and we have embraced innovations within value based healthcare, quality improvement, organisational development, business intelligence and digital services to support the organisation in its mission.
This would be an excellent opportunity for an aspiring Finance leader. Working with partners within and outside the organisation, the successful candidate will have a key role in identifying and harnessing opportunities and innovations to help address the challenges of healthcare delivery in West Wales.
The role will work collaboratively with service and clinical leaders in pursuit of service transformation and delivery of new and innovative projects to deliver optimal patient pathways, alongside financial sustainability plans. You will also have key responsibility for medium and long term plans, including leading on the review of business intelligence.
Key Responsibilities
* The post-holder will be instrumental in providing leadership within the Finance function as part of the Directorate Management Team;
* Providing a robust and value-adding strategic financial advice and reporting function for the Health Board, its subcommittees, service leads and external regulators;
* Advise senior leaders across the health board of the financial impacts of service development and work in conjunction with cross departmental strategic teams to develop and implement health board strategy;
* Drive an increased understanding of cost and activity drivers and performance metrics, using performance indicators, costing techniques, business cases and investment appraisal guidance and other centrally led finance initiatives to meet corporate priorities;
* Management and direction of a team to help them deal with the competing demands, ensuring the capability provides clear, robust analysis, communication, and commentary on service activity;
* Lead on the development and application of a continuous opportunity framework, ensuring active promotion and engagement amongst service leads and Business Partners, in pursuing financial recovery and sustainability options;
* Provide excellent business insight and negotiation skills which will support the effective operation of processes relating to the negotiation and performance management of clinical and non-clinical agreements with other NHS organisations.
Applicant Requirements
You must have appropriate UK professional registration. Welsh language skills are desirable.
Qualifications and Knowledge
* CCAB Qualified Accountant professional accountancy qualification plus further specialist knowledge training and experience. Membership of a professional Chartered Accounting institution
* Postgraduate Masters level qualification in management or finance
* In depth professional specialist knowledge of a number of disciplines acquired over a significant period, including workforce and service planning
* Evidence of Continuous Professional Development
* Understanding of the NHS, its infrastructure and partner healthcare organisations and finance regime. Understanding and interpretation of relevant NHS legislation
* Extensive knowledge and understanding of improvement methodologies used across organisations.
Experience
* Significant senior level experience in a complex NHS organisation and of working with Senior Executives and Senior Clinical Leads
* Significant experience in developing business cases
* Significant experience of successfully managing large and complex revenue budgets
* Extensive professional experience of developing organisational policy and operational plans and proposals at corporate level
* Experience of successfully leading and managing a large and diverse team, with a record of achievements at a senior level.
* Demonstrable experience of leading and effectively managing change in large and complex environments
* Experience of strategic level financial planning and management, including the development of annual, medium and long term strategies.
* Experience in delivering within challenging financial situations, including financial turnaround and strategic financial risk management.
* Demonstrable track record of career advancement and achievement at a senior management level.
* Experience of communicating, in writing and verbally, within a highly politically sensitive environment.
Other Requirements
* Able to travel across Wales and other areas of the UK where necessary in a timely manner
* Flexible approach to working, based on the needs of the service.
