MAIN DUTIES AND RESPONSIBILITIES: Guide staff in providing care to patients/service users who lack capacity to make specificdecisions for themselves and ensure the Mental Capacity Act is used lawfully within thefield of adult safeguarding. Work alongside other members of the Adult Safeguarding Team, supporting theAssociate Director of Community Health and Social Care, to achieve the best practice inenabling employees to fulfil their roles and statutory safeguarding responsibilities. Utilise specialist knowledge and skills to provide guidance, support, safeguardingsupervision, and training to HSC professionals. Represent HSC at multi-agency meetings in respect of safeguarding issues. To contribute to the operational delivery of the Mental Capacity Act, and support in anyrequired implementation of changes in processes and systems. To contribute to designing and delivering training to all levels of staff, includingmandatory training and induction in respect of adult safeguarding. To contribute to governance arrangements within Acute and Community Social Care. To propose, manage, evaluate and implements new service developments/projects, inconjunction with the Adult Safeguarding Team. To maintain and contribute to the design and development of a data set that willcapture and record information as appropriate for the purpose of statistical datacollection. LEADERSHIP AND MANAGEMENT Encourage staff to identify adults of concern for discussion at supervision, promotingreflective practice to facilitate practitioners learning and development, to improve thequality and safety of supervision and further support and empower practitioners. Provide specialist safeguarding supervision and support to staff in managing sensitiveand distressing situations, involving complex and emotive issues in relation to adultsafeguarding. Respond to any disclosure of a safeguarding concern, and signpost appropriately and beempathetic and provide reassurance to staff in dealing with sensitive, complex issuesand concerns. Empower staff in their identification and decision-making processes when confrontedwith possible adult abuse and neglect. Attend multi agency strategy meetings and adult safeguarding case conferences/reviewmeetings if required and support Health and Social Care Professionals when workingwith complex cases. Attend Adult MASH Conferences, liaise with practitioners to obtain relevant information,advising where necessary, challenging decisions when appropriate and implementagreed actions. To challenge professional differences constructively with health professionals and ourpartner agencies. Have knowledge of and able to manage and escalate concerns. Support and empower practitioners in communicating highly sensitive and complexinformation to colleagues, partner agencies, families and individuals. Participate in Domestic Homicide Reviews as required, and the dissemination of anylearning. Produce reports and evaluate outcomes of adult protection processes, supervision andtraining when required. Support other members of the Adult Safeguarding Team with their daily duties whencompeting priorities arise within the Adult Safeguarding Team. Have an awareness of the resource limitations within the organisation and to utiliseavailable resources appropriately. Organise work in an effective and efficient manner to ensure that deadlines are met inline with key performance indicators. Receive and provide highly complex, sensitive information which at times can becontentious and distressing relating to service users and their relatives. Ensure there is regular safeguarding presence and support in clinical areas across andcollaborative work both internally and externally. To support the person centred agenda, this should include feedback to gain theperspective of the service users in respect of service developments and provision. To work in partnership with the Adult Safeguarding Team and external agencies tofacilitate positive change in culture and approach in respect of the implementation ofthe Adult Safeguarding agenda/practice COMMUNICATION Provide monthly and quarterly updates regarding safeguarding activity, depravation ofliberty and best interest assessments to the SAAF working group. Provide advice and support for employees who are involved in police investigations andcourt proceedings, including support with report writing. Make full use of electronic communication, computers, and databases to support thesafeguarding agenda. Utilise highly developed communication skills to assist staff within HSC and multi-agencyrepresentatives/colleagues, to determine the relevance of health information to ensurerobust decision making and appropriate response to safeguarding concerns. Establish and maintain highly effective working relationships with colleagues withinhealth including external agencies ensuring smooth and effective communicationprocesses. Produce reports and presentations as required and requested by the Head of AdultSafeguarding using Word, Excel, Access, and PowerPoint systems. To work with the Adult Safeguarding Team to review and update policies, proceduresand guidance as required. Contribute to the communication process within Acute and Community Social Careservices attending relevant staff meetings to ensure information that staff receivereflects local and national Safeguarding agendas. Assist the adult safeguarding leadership team in helping to facilitate and coordinate theprovision of reports required and provide expert safeguarding advise to practitioners. Establish and maintain communication with multi agency groups and individuals working on complex and sensitive issues in a range of inter and multi-agency settings. Communicate and analyse information in potentially stressful situations providing adviseon all levels within HSC and on multi-agency/disciplinary basis. Management of responsibilities, including appraisals, regular 1:1s and professionalsupervision. Constructively challenge and analyse complex situation, information and events within avariety of professional inter and multi-agency settings. Assist the Adult Safeguarding Team in providing expert social care advice in relation tomulti-agency information sharing systems
