Your new role
You will be responsible for negotiation and management of contracts for the various portfolio groups, providing specialist procurement support and identifying and delivering cost-saving efficiencies.
Key responsibilities:
1. To decide upon strategy and undertake the tendering and negotiation of contracts with suppliers, including contract terms and conditions for various portfolios and identifiedmodity groups. Rmend and advise budget holders on the expenditure of their finances for goods, works and services in line with Standing Financial Instructions – limited to budget expenditure level.
2. Provide assistance to the organisation in the form of expert and professional procurement advice, supporting contract and strategy development, and managing any contractual claims to a satisfactory conclusion, assuring at all times that the organisation's interests are protected.mitment of the organisation's budgetary expenditure through the placing of official purchase orders and ensuring that formal awards of contract are structured in a financially robust, legal, and contractual format.
3. Identify and deliver cost efficiencies for eachmodity, incorporating the portfolio needs. Monitor contracts under the capital expenditure programme to ensure delivery and financialmitments are achieved.
4. Report anticipated under/over expenditure to Financial Controller.
5. Develop an effective relationship with suppliers to ensure operational standards for delivery, quality, technology, environmental impacts, accuracy of paperwork, and flexibility for the organisation's changing needs are met.
6. Host supplier meetings as required.
7. Investigate, evaluate, and implement alternative channels of supply in order to maximise cost opportunities for the organisation.
8. Deputise for the Procurement Team Manager at internal/external meetings and also 1st and 2nd Tier Supplier meetings as necessary.
Key relationships:
9. Undertake the negotiation of Service Level Agreements and contracts with 1st Tier suppliers for organisation-wide agreements.
10. Meet with internal customers to establish requirements and feedback on progress/problems.
11. Host supplier meetings with 1st Tier suppliers in an effort to maintain / improve service levels.
12. Keep occasional consultative contact with the Scottishernment and other Public Sector organisations.
What you’ll need to succeed
Knowledge & Technical Skills:
13. Organisational Knowledge – Understand structure, strategy and expenditure plans.
14. Scientific/Technical – Specialist knowledge of procurement, methods/techniques.
15. Managerial – Routine level relationship management with senior staff internally and at external bodies and suppliers - Specialist
16. Legislation – Specialist level knowledge of EU / Treasury / Scottish Executive laws relating to public sector expenditure. Generation and interpretation of Terms and Conditions for purchasing goods, works and services.
17. Other – Specialist demonstrable skills inmunication and Negotiation.
Essential Qualifications:
18. Working towards Chartered Institute of Purchase and Supply membership or similar.
Desirable Qualifications:
19. Relevant business related degree or equivalent.
Experience Required:
20. Relevant professional experience. Procurement and/ormercial (Essential)
