Act in the best interest of the hospice taking a leading role in the delivery of high quality, safe and effective end of life care. Effective leadership and management of all hospice clinical services, including ensuring capacity and capability, monitoring and managing of quality performance. Accountable for professional standards of clinical services, and leadership of our clinical workforce education. Maintain awareness of up-to-date professional and clinical practice issues and ensure that appropriate national policy is reflected in practice. Lead and contribute to the annual integrated governance work programme and monitoring framework in line with the hospice clinical strategy, assurance framework, risk register and Quality Account priorities as well as all Care Quality Commission aspects of business. Demonstrate accomplished leadership and support the development of clinical leadership in others, to facilitate effective succession planning. Ensure that all issues in relation to professional registration/fitness to practice are properly considered and dealt with. Ensure appropriate and effective management and support of clinical team staff, ensuring annual appraisals, objective setting and personal development are embedded in professional/clinical practice. Attend and actively participate in all Board meetings, sub-committee meetings and ELT meetings, supporting colleagues and the CEO in the effective running of the organisation. Work proactively with ELT colleagues to ensure we enable and foster collaborative and coordinated working between all departments to achieve and maintain a positive culture and promote effective relationships across all disciplines. Communication and relationships Lead communication to ensure the proactive and effective two-way flow of information with clinical teams. Lead on and communicate our hospice priorities and strategic objectives effectively across all teams in order that all can shape and take responsibility for delivery. Support and lead organisational communications as an effective member of the ELT. Demonstrate excellent presentation, facilitation, influencing and coaching skills, adapting approach and language to optimise impact of communication in a range of situations and settings. Represent the hospice, and act as ambassador, in public forums and with partner and stakeholder organisations including the delivery of presentations, contract negotiations and participation in discussions. Work strategically with the commercial and income generation teams to ensure service delivery dovetails with our income generation priorities, maximising income for St Giles and creating a true one-team approach. Ability to communicate effectively and sensitively to a wide variety of audiences, sometimes where there may be emotion, hostility and resistance. Clinical services and quaity Be an effective leader of change, embedding a culture of trust and continuous quality improvement, innovation and use of technology that meets the changing needs of our patients and their carers. Work strategically and corporately in partnership with the ELT and wider Senior Leadership team (SLT), to ensure that our clinical teams fully contribute to service design, patient outcomes and experience and ensuring staff are effectively listened to and engaged. Ensure we create and maintain a learning environment, including being visible and accessible to both patients and staff and volunteers. Ensure that practice is delivered in a manner consistent with appropriate Codes of Professional Conduct, ensuring that staff have appropriate qualifications and registration. Hold accountability and responsibility for implementing and maintaining quality governance, infection prevention and control and risk management, including evidence of compliance with the Care Quality Commission regulations and other regulations. Ensure effective processes are in place that enable a thorough investigation of all accidents, complaints and untoward incidents with appropriate follow-up action and learning identified, implemented and where relevant subsequently audited. Prepare Board level reports that provide confidence and assurance on actions and delivery for internal and external scrutiny. Develop and maintain a system of internal audit practices with appropriate evidencebased results, to inform changes to operational procedures as appropriate. Ensure professional standards, quality and safety performance indicator targets are achieved. Ensure implementation of all policies relating to good working practice within the clinical areas. Develop systems of learning and action plans from patient and staff surveys, which are implemented and sustained. As Caldicott Guardian, ensure confidentiality of people's health and care information ensuring it is used properly. Take responsibility for and nominated as the hospice's Registered Manager for the Care Quality Commission (CQC) to ensure we adhere to healthcare regulations. Strategy and planning Make a significant contribution to the development, planning and delivery of the hospice strategy, vision and values. Responsibility for the strategic direction of our clinical teams, development of strategy planning and operational frameworks, taking into account national and regional priorities and collaborating at a system level to ensure a joined-up approach. Responsibility for the governance of the clinical services across the hospice, working autonomously within professional guidelines and organisational policies. Develop business plans as appropriate to secure financial resources for developments in service in collaboration with the SLT and ELT. Work with partners across the local health system to ensure patient pathways are seamless and safe.Financial Budgetary accountability for hospice clinical services. Ensure appropriate and effective budgetary control and management (pay and non-pay) across clinical services, including monitoring and review processes. Responsible for ensuring we have a safe, sustainable affordable clinical workforce within budget that are well managed and aligned, especially in relation to the delivery against agreed KPIs. Undertake regular skill mix reviews across clinical service teams to ensure that these are included in the annual business plan as part of service provision and workforce planning. Ensure that the hospice's scheme of delegated authority and other policy requirements relevant to the role are fully observed. Other Undertake on call duties as part of the hospice executive on call rota. To undertake any other duties as requested by the Chief Executive Officer from time to time, in consultation with the post-holder.
