1 year Secondment / Fixed Term opportunity
Croydon has the largest regulated care market (Care Quality Commission) in London with over 330 providers registered operating within the borough. The Council recognises the importance of a diverse care market in supporting our residents by:

Croydon’s Adult Social Care Strategy and Market Position Statement sets out the objectives for our residents that:
Where possible, we want to enable our residents to have their own front door, to live in the borough, and be connected to their communities. We commission services that meet the delivery of the core offer and aim to have a sustainable and quality market for residents.
To support this, the Council is looking to recruit a Market Manager either on a fixed term contract or secondment for 12 months. The role will lead on the following areas:
1. Working closely in partnership with key local stakeholders such as the ICB, other Council departments/directorates, care providers, and other partner organisations to develop the understanding of voids/vacancies of service.
2. Ensuring reporting tools are in place that show the market voids/vacancies to be used at operational and strategic levels.
3. Fostering strategic relationships with providers and commissioning services within the Council.
4. Supporting micro-commissioning services which promote and support people’s independence, recovery, rehabilitation, and reablement.
5. Ensuring that national and local policy is incorporated into the development plans and policies around the care market.
6. Being the lead for the Council in local and national development around cost tools and cost negotiations.
7. Leading on the Council's annual programme of inflation/cost of care.
8. Developing a programme of work to review the care market to look at opportunities to achieve value for money and promote independence for our residents.
9. Fully integrating cost modelling tools into relevant services to ensure value for money and statutory care/support.
10. Training staff in all areas on relevant cost tools.
11. Working with relevant teams to develop reporting showing information around market share, average cost, and spend per provider to help support commissioning strategies and commercial negotiations.
12. Producing reports, recommendations, and implementation plans to senior management.
