The role plays an integral part in shaping and developing the Council’s contract management strategy to ensure we achieve best value from our external service providers.
The role will cover the contract management of a large and diverse portfolio of contracts across Operational Services including general building trades, servicing, maintenance and materials supply. The role also includes line management of 2 x Procurement and Supply Chain Specialists and the Energy Team who have responsibility for the management of the Council’s gas, water and electricity supply contracts and the Council’s Building Energy Management system.
The successful candidate will have a key role throughout the contract procurement and management process. Working closely with Procurement colleagues you will act as the primary client in the contract procurement process working together with operational managers in drafting and developing contractual documents including specifications, pricing frameworks and contract performance measures. You will ensure contracts align with business objectives and operational needs. You will be responsible for ensuring an effective contract management framework is maintained and implemented ensuring agreed service levels are achieved.
Key Skills
Detail-oriented with exceptional organizational skills with the ability to Identify and propose solutions to mitigate contractual risks.
Excellent negotiation, communication, and interpersonal skills, able to provide guidance and support on contract-related issues to internal stakeholders.
Ability to manage multiple contracts simultaneously and meet deadlines whilst working within a strict governance framework.
Although we offer hybrid-working, the successful candidate will need to ensure they can attend in-person meetings in Sheffield, usually at our Manor Lane depot, when required.
The successful candidate may also be expected to be in the office 4-5 days a week initially, as part of the induction process and will be expected to spend 2/3 days per week in the office on an ongoing basis.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.
