Role Overview: To manage the recruitment, on-boarding, payroll, pensions and HR systems teams to deliver a customer focused employment contact centre to Council staff, managers, members and customer organisations Key Responsibilities: To lead the development of an HR Employment Contact Centre for staff, managers, members and customer organisations ensuring high performance and customer focused processes for recruitment, on-boarding, payroll, pensions and transactional systems Lead responsibility for effective contract management including payroll/HR system and agency contracts Lead on developing paid HR employment services to customer organisations, ensuring SLAs are responsive to demand and customer needs, ensuring effective use of resources To lead innovative ways of working, technology and transformation that support improved performance and quality of service Responsible for accurate accounting and control requirements in line with statutory, audit and management conditions, including management and reconciliation of agreed payroll budgets Key Requirements: Experience of leading and co-ordinating a team of payroll and pension teams in a complex, public sector organisation Experience of leading payroll/HR system contract management Experience of service improvement in a payroll and pension shared management service Evidence of successful resource and financial management, including meeting customer demand and challenging deadlines Demonstrable track record of driving significant performance and quality improvement and delivering efficiency and benefits Oldham Council is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and expects all staff and volunteers to share this commitment.
