This is an exciting opportunity to be a key part of the team to scope how to take forward a screening programme to reduce the impact of lung cancer in Wales. In line with a UK National Screening Committee recommendation, Public Health Wales has been asked by Welsh Government to carry out scoping work for implementation of a national targeted lung cancer screening programme for Wales. This will take on board learning from the Lung Health Check Operational Pilot being undertaken in Cwm Taf Morgannwg University Health Board.
An opportunity has arisen for aProduct Manager, Lung Screening to develop a service and information model for national lung screening, as part of broader preparatory work, over the next 13 months. This role will involve working within a multi-disciplinary team of clinical, service and technical specialists to produce high quality deliverables for submission for consideration to Welsh Government.
Main duties of the job
1. Provide both strategic and technical advice on data and digital considerations, including specific products, in the development of a business case for a national targeted lung screening pathway.
2. Lead and manage a discovery phase of work to scope, identify and assess data and digital opportunities arising from a lung screening pathway, including specific product opportunities.
3. Lead the development of a digital architecture and roadmap, ensuring a clear product development and management approach is built into all aspects of work.
4. Develop a long-, medium- and short-term vision and objectives for digital development of a lung screening pathway, through an architecture and roadmap.
5. Lead the way in Agile and Lean practices, determining the right approach for the team to take and evaluating this throughout the lifecycle of a product.
6. Develop and leverage key stakeholder relationships in relation to digital and data with other Screening programmes, Health Improvement Division (in relation to Help Me Quit), Digital and Data Services, Digital Health and Care Wales and digital leads in Local Health Boards.
7. Implement the approach utilising user research and the strategical long-term vision, to develop new ways of working and build effective solutions to problems using the findings of the research.

Planning and Design
1. Lead in the co-ordination and development of a product throughout its product lifecycle, delivering plans to include the scheduling of activities and milestones.
2. Develop, support, raise awareness of and implement the product in the service. Implement agile methodologies to manage faster delivery of project outcomes.
3. Prepare, plan, and execute the full lifecycle of planning, programme, project and product management based on best practice, from inception to implementation and final delivery sign offs. This includes development of PIDs, business cases, prioritised requirement lists, delivery plans, management approach definitions, development of sign off criteria and the preparation of product review documentation.
4. Acknowledge the need to readjust plans when necessary, for example when the product is not achieving targets, and communicating the new effectively to relevant stakeholders.

Qualifications and Knowledge
* Educated to master's degree level or equivalent experience or equivalent level of skills and knowledge.
* Evidence of continued professional development.
Experience
* Experience of management and managing successful products at a senior level.
* Effective partnership working in the public sector.
* Significant experience of successfully delivering new products in challenging environments.
* Experience of effective user engagement with a wide range of stakeholders.
* Experience of working within the NHS.
* Experience of delivering a product following Agile PM methods.
Skills and Attributes
* Highly developed interpersonal and communication skills.
* Track record of complex problem solving in a product management environment.
* Competent in the use of desktop applications.
* Advanced IT skills in a range of desktop applications and project management tools e.g., Excel, Power BI, Miro.

* Ability to travel around Wales, and possibly further afield as required.
